Job Description
Job Title: Service Delivery Specialist

BACKGROUND

The overall objective of USAID CITIES is to make municipal governance more effective in Jordan and to support the country’s decentralization process. Working through an integrated approach, USAID CITIES implements innovative and sustainable solutions to improve service delivery; increase sustainability of municipal and decentralized government operations; enhance citizen-government engagement; and foster community cohesion.

OBJECTIVE

Working under the guidance of the service delivery Senior Advisor, the overall objective of this assignment is to give guidance and assistance to municipalities in the improvement of their services. The positon holder will be based in Amman, with frequent daily and overnight travel (50% to 70% indicatively) to hubs and targeted municipalities.

PRINCIPAL DUTIES AND RESPONSIBILITIES

  • Serves as one of the project’s main resources for the implementation of the service delivery component of the CITIES project.
  • Collaborates with field coordinators and staff from other components to ensure integrated, holistic, and sustainable approaches to enhanced municipal capacity.
  • Is the primary responsible for the implementation of improvements related to service delivery as agreed with the assigned municipalities, with a focus on fleet management, maintenance and repair.
  • Gives guidance to selected municipalities during the implementation of service delivery improvement activities.
  • Contributes and implements designated actions for the improvement of service delivery in selected municipalities. This will include, but is not limited to, the preparation of Local (Economic) Development Plans and advising on specifications of technical equipment
  • Oversees and carries out relevant training of municipal staff and assists them in the improvement of their service-related tasks. This includes organizing and delivering of hands-on training programs in fleet maintenance and repair
  • Oversees and facilitates the work of assigned STTA staff working on improvement of services and/or providing training
  • Contributes to the work of other components as it pertains to service delivery improvement.
  • Conducts follow-up assessments on project-supported service delivery improvement.
  • Any other related task as assigned

JOB QUALIFICATIONS:

  • B.A. in mechanical engineering, or another relevant field.
  • Minimum 5 years of experience implementing related technical activities on donor-funded programs.
  • Experience with service delivery improvement in Jordan
  • Experience in fleet management and maintenance (vehicles used for solid waste collection and transport) is desirable
  • Sound working knowledge of Jordanian municipalities.
  • Excellent communication, negotiation and writing skills. 
  • Training and capacity skills and experience; particularly for the public sector.
  • Flexible team player with the ability to also work independently.
  • Fluency in written and spoken Arabic and English.

REPORTING
 The position holder will directly report to the service delivery Senior Advisor.
 WORKING LOCATION
The primary duty post is in Amman, Jordan with 50% to 70% indicatively of the time spent in various project-identified hubs and municipalities, including overnight trips.
