Information Management Coordinator - DFID


PROGRAM/DEPARTMENT SUMMARY:
Syrian refugees and asylum seekers began fleeing the insecurity and entering the Hashemite Kingdom of Jordan as early as March 2011. Currently, the estimates show that there are more than 659,063 registered Syrian refugees residing in Jordan. Approximately 80% of Syrians refugees are living among host communities, rather than in camps. While host communities are trying to meet the needs of Syrians, they are struggling as their scarce resources continue to be stretched to the limit. Frictions between Syrians and Jordanian have emerged.
Mercy Corps has initiated conflict mitigation interventions to address growing tensions in the host communities. Mercy Corps will build capacity of Syrian and Jordanian community leaders in high-risk communities to resolve local conflicts and build consensus around common problems and joint actions required to solve them. Through small grants, Syrians and Jordanians will work on joint community projects that address these sources of instability in their communities.
GENERAL POSITION SUMMARY:
The Information Management Coordinator is responsible of specific activities that help quantify, analyze the collected data for the early warning system and prepare the suitable reports under the “Strengthening social capital and reducing tensions between Jordanian host communities and Syrian Refugees” program.
The duties will include; developing of a vision and strategy for the Early Warning System (EWS) Pilot, organizing and managing including data collection, data management, and data analysis. Therefore, the Information Management Coordinator will be responsible for handling all EWS components in collaboration with M&E team and Outreach team. For that purpose, the Information Management Coordinator will be responsible for the design of the EWS plan, conducting proper training for the users and ensuring data collections is performed in a timely manner, analyze the data and generate reports.
Essential Duties and Responsibilities:
  1. Assist the development of a vision and strategy for the Early Warning System (EWS) Pilot and share with program team and key stakeholders.
  2. Responsible for guidance and organization of EWS related activities including planning, controlling, supervision, monitoring, reporting and illustrating these activities according to project plan.
  3. Ensure and follow up with the network’s members’ activity on the Early Warning System (EWS) platform
  4. Liaise with the IT company on any bugs, errors or malfunctions to the EWS platform
  5. Insure that all targets/ milestones are being fulfilled through network members’ data collection
  6. Mentor data collectors (Network members) on best practices to input data Analyze the collected data through certain software and report findings on a regular base
  7. Keep platform updated with program activities, news and general announcements
  8. Develop guidelines regarding information management, ensuring data security and protections are in place and in line with Mercy Corps policies and donor requirements.
  9. Ensure quality control and data cleaning of data in EWS database
  10. Cooperate with the M&E team and Outreach teams on providing feedback regarding context changes that raise new data trends.
  11. Develop and implement field staff capacity development linked to data collection and management tools and approaches.
  12. Support M&E team in developing data collection tools, manage, and control data collection from the field in a timely manner.
  13. Support M&E team in database management, data analysis and data visual representations.
  14. Support in implementing Early Warning System (EWS) software for the project
  15. Provide support in building M&E team members’ capacity in using technology and related software.
  16. Other duties as assigned.

SUPERVISORY RESPONSIBILITY: None
REPORTS DIRECTLY TO: Senior M&E coordinator
WORKS DIRECTLY WITH: Research Team Leader, Senior Program Manager, M&E officers, Outreach coordinators, any other external software service provider  
KNOWLEDGE AND EXPERIENCE:
  • University degree in information management and systems, computer science, data science or a related field;
    • Minimum 4 years previous experience working with information systems management, monitoring and evaluation, database development and management; NGO experience an advantage
    • Experience in developing software solutions by studying information needs; conferring with users; studying systems flow, data usage, and work processes; investigating problem areas; following the software development lifecycle.
    • Experience with descriptive data analysis and/or data management
    • Familiarity with data collection and monitoring and evaluation tools
    • Fluency in Arabic; Proficiency in written and spoken English is desirable
    • Excellent oral and written communication skills
    • Proficiency in Microsoft Office applications.
