Information Management Coordinator


  1. JOB SUMMARY:
CARE is working in Syria to support vulnerable women, men, girls and boys affected by the ongoing civil war. We work both through partners and through direct delivery of humanitarian assistance across different parts of Syria. In addition, CARE supports livelihoods recovery and resilience programming across Syria. Most of our work is through cross border, remote-managed assistance modalities from neighboring countries, working closely with Syrian civil society organizations. Currently CARE’s core sectors in Syria are Food Security & Livelihoods (FSL), WASH and Protection, working with over 140 staff in hubs across the region.
The Information Management Coordinator (IMC) is responsible for designing and implementing a country specific information management strategy. Information Management Coordinator (IMC) will ensure that information required to support CARE Syria humanitarian operations is collected, organized, properly stored and distributed to all stakeholders within Country Office and Regional Office. IMC will work on improving information management processes in the country office.  
IMC will be responsible to develop updates and specific products for donors and Care International members (program briefs, sitreps, monthly updates).  The Information Management Coordinator will liaise with sectoral leads to gather information for further analysis and dissemination and identify information gaps. Where information gaps exist, the Information Management Officer may help setting up primary data collection systems and organize needs assessments, which may also involve other stakeholders.
  1. RESPONSIBILITIES AND TASKS:
Responsibilities
  • Draft the Country Specific Information Management Strategy and define operational requirement for the implementation of the strategy. The strategy must include the internal management of information within CARE Syria including document management, flow of information and information safe keeping and discovering of the information within CARE Syria.
  • Analyze hub data, identify and address information management gaps, and facilitate information sharing between all hubs (Turkey, South and Central Syria and North East Syria).
  • Support the promotion of data and information sharing within the Care Syria teams, as well as adoption of Care International data standards.
  • Identify and obtain the needed data and information elements required to produce standardized information product and design and manage respective information/data collection plans for baseline and context specific data.
  • Support Whole of Syria country office in the analyses of the processed data and information and perform data quality control.
  • Design and implement a structured dissemination plan for all information product and services as appropriate (e.g. mailing lists, data collection and storing, digital library storing reports, SOP, key documents, etc.) including the definition of standard operating procedure for clearing information products for release.
  • Organize and chair Information Management Working Group with relevant members for efficient coordination on IMC activities.
  • Perform other related duties as assigned by the supervisor.
  1. QUALIFICATIONS – (must be specific, realistic and related to job responsibilities)
Minimum Qualification and Professional Experience Required
  • Bachelor Degree in Information Technology, Statistics Science or any other related field plus minimum 2 years of previous work experience in information management.
  • A minimum 3 years’ experience in with Local or International NGOs.
  • Knowledge of Syrian context
  • Proven skills to analyze data and information
  • Advances word and excel skills
  • Ability to formulate information management related requirements and operating procedures
  • Experience in data protection
  • Experience in information management skills
  • Excellent written and oral presentations skills
  • Proficiency in English
