Senior HR Officer - Azraq Camp


Action Against Hunger is an international non-governmental organization working in more than 40 countries in the fields of nutrition, food security and livelihoods, water sanitation and hygiene, and care practices. Action Against Hunger is looking for Senior Human Resources Officer for Azraq Camp Base.
Work placeAZRAQ CAMP
Monthly Basic Salary: 1052 Jordanian Dinar.

Main Assignment:
Help manage Azraq base human resources and the administrative functions.
Objective 1 : Follow up administratively the base’s human resources:
  • Keep the database on staff  updated; for filing and payroll purposes (leaves, overtime, contract and contract amendments, appraisals, attendance and timesheets etc.) this list is non exhaustive
  • Prepare employment contracts ;
  • Support in preparing or  prepare ACF identity cards for new employees ;
  • Monitor salary advances, leaves, overtime ;
  • Follow up with field co and managers end-of-contract dates for the base’s employees;
  • Sort all documents in the local employees’ individual files and check that all files are complete.
  • Keep the base organisational chart up to date.
  • Consolidate base contribution to monthly HR reports
  • Disseminate the HR policies
  • Write IBVs agreement
  • Ensure collection of IBVs timesheet and documents (ID, requests etc)
  • Ensure proper follow up of Office and GH supplies and cleaning material
Objective 2 : Manage Payroll for the base :
  • Prepare social security and income tax monthly declaration (addition and deletion) and payments
  • Prepare reports on accidents at work and take the necessary measures in case of death or to end a contract;
  • Ensure contacts with local partners (insurance, social security, pension fund).
  • Prepare the monthly payroll for national staff and request missing information from the managers before submission for review and validation by field co and HR coordination office
  • After validation from the field coordinator and coordination office, edit and check the payslips, and give them to the employee for signature
Objective 3 : Contribute to the recruitment process:
  • Write job vacancies, translate in Arabic when necessary
  • Posting the job advertisement and support in ensuring contacts with local employment organisations (employment office, etc.)
  • Organise the recruitment process in co-operation with the job-seeker, HR coordination office, the recruiting manager and the technical manager (appointments, tests, replies, collection of documents needed, induction etc);
  • Keep application follow up and recruitment follow up to date for the base,
  • Greet and deliver induction session for new employees and support in organising the briefings. .
  • Ensure with the logistic department that the ACF equipment is given upon arrival and given back before the full and final payment
Objective 4 : Contribute to Staff development :
  • Provide  information and following up with managers on the staff’s evaluations
  • Provide information regarding staff development opportunities and in organizing staff development activities for the base.
Objective 5 : Contribute to the base welfare activities:
  • Organization of base general staff meetings and welfare activities
  • Communication on the HR policies and delivering the supportive presentations
Objective 6 : Participate in the HR issue
  • Consolidate and report to the HR Manager, field co or HR coordination office all request from the staff,  and communicating with field coordinator and HR coordination office about HR issues
  • Assist the field co, the PM and HR Manager  in the internal communication of HR issues, and conciliation with the staff
  • Ensure compliance with HR ACF and Jordanian rules in regards to disciplinary process and sanctions.
  • Assist the field co and or the HR Manager  in the implementation of ACF Internal Regulations, classification grid and salary scale 
Objective 5: Management of the HR team
  • Participate in recruitment of the HR team employees ;
  • Appraise, analyse training needs, promote the team 
  • Organize the work of the team 

CANDIDATE PROFILE
KNOWLEDGE AND EXPERIENCE:
  • Bachelor’s degree; in human resources management, business administration or any related field or HR certification from accredited organization.
  • A minimum of 3 years’ experience in administration and Human Resources preferably in INGOs
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
  • Strong organizational skills and multi-tasking.
  • Ability to work in a diverse environment.
  • Fluency in English and Arabic is essential.
  • Integrity and approachability, as managers and staff must feel able to discuss sensitive and confidential issues with HR officer.
  • Excellent computer skills, knowledge of Human Resources Information Systems (Homere knowledge is an added value), Microsoft Office Suite, especially Excel, and demonstrated skills in database management and record keeping
  • Specialized training in employment law, compensation, employee relations, safety, training, and preventive labor relations, preferred.
  • General knowledge of employment laws, social security laws, tax laws, and best practices.
