Logistics and Security Officer


General Responsibilities and Principles
With the support and under the supervision of the Project Manager and with the technical support of the Logistics & Security Coordinator, is responsible for the provision of general logistics support to Tdh mission in Jordan, in accordance with Tdh logistics standards and procedures and in line with Tdh mandate and programmatic objectives.
The incumbent commits to observe discretion on any information related to the organization functioning.
The incumbent will conduct his or her duties in respect of the Charter of Terre des hommes (Tdh) and Tdh Safeguarding Policy.
The incumbent commits to ensure high level of children participation and will always work in the best interest of the child.
Tdh intervenes without any affiliation for politics, religion or financial profit. The incumbent will direct his or her activities and engagements without preoccupation of political, racial or religious affiliation.
Tdh expects that its staff and contractors’ professional conduct reflect proper behaviour in accordance with local culture and traditions. The incumbent assures the moral protection of the name of Tdh and defends in all circumstances the interests of the movement.
Specific Responsibilities
Line Management
  • Under the day to day supervision of OCHA Project Manager. 
  • Report and under the technical supervision of the Logistics & Security Coordinator.
Logistics:
  • Support the program activities (centres maintenance, supplies, purchase, etc.).
  • Participate in contract management (vehicles, premises & guest house, telecommunication, insurance, etc.).
  • Supervise the drivers for the correct implementation of Tdh fleet management procedures.
  • Manage car maintenance in collaboration with Logistics & Security Coordinator and the cars rental company. 
  • Support the Logistics & Security Coordinator for the follow-up of insurance, official registration, contractual commitments, etc. for the vehicles park.
  • Manage all car movements and appropriate follow up.
Security:
  • Assist senior management in the design and the implementation of security measures appropriate to the context of intervention.
  • Follow-up on the daily basis of the respect of the security measure and process (Cf. security plan) from the national and international staff.
  • Maintain and improve of Tdh’s passive security infrastructure (bunkers, fences, alarms, etc.).
  • Ensure the presence and correct update of emergency kits for all sites and cars (security chest, first aid, water, etc.).
  • Ensure the respect of the communication procedures and that expatriate and inpatriate staff can be reached at all times.
  • Manage the proper functioning of all the Tdh telecommunication equipment.
Equipment and material management:
  • Set up a proper transparent stock management system.
  • Implement Tdh stock management procedures and respect of donors’ requirements.
  • Follow Tdh procedures for asset management.
  • Renew the policy of Tdh’s assets when needed.
Procurement
  • Comply with the correct implementation of Tdh procurement procedures and respect of donors’ requirements.
  • Provide Logistics & Security Coordinator with the monthly follow-up of purchase request.
  • Comply with national and international purchase following Tdh procurement procedures.
  • Manage transportation of all supplies and equipment to and from sites.
  • Redefine the relations between Tdh and vehicle owners, suppliers through regular call for bids/quotations.
Maintenance: 
  • Handel office/guest houses maintenance (water, electricity, generator, painting, etc.).
  • Handel the equipment maintenance (computers, printers, photocopiers, fridges, generators, etc.).
  • Manage the maintenance activity (CFS and Youth centre, etc.) in collaboration with the project responsible.
Capacity building:
  • Participate in capacity building needs assessment.
  • Prepare (training materials, tools, follow up, etc.) and conduct training/ coaching according to the training needs identified, upon request
Market Assessment 
  • Participate in field assessments and regular assessment of Logistics and security’ impact, and participate in report writing.
Monitoring & Reporting:
  • Provide ad hoc security reports when appropriate, within 24 hours of incident.
  • Provide monthly logistics reports appropriately documented.
  • Monitor stock management and carry out documented monthly inventory controls.
Confidentiality
  • Make sure to respect strict confidentiality of information about activities, Tdh strategy, budget, staff, beneficiaries, etc. 
Safeguarding Policy
  • Commit to respect the Tdh Safeguarding Policy and principles of child protection;
  • Commit to ensure the best implementation possible of the Safeguarding Policy in Jordan;
  • Commit to inform Child Safeguarding Focal Point and to deal with any cases, allegations, or possibility of transgression, even potential, of the Safeguarding Policy.
Others
  • Perform other duties that might be requested by the line-manager and in line with the nature of the position.
Required Education and Skills: 
  • University degree
  • Fluent in English.
  • Excellent computer skills.
  • Excellent command of written and spoken English
  • Excellent negotiation skills 
  • Interpersonal and strong leadership and managerial skills
Required Experience:
  • Knowledge of the markets in Jordan.
  • Safety and Security background and experience
  • Ability to provide Logistics & Security trainings
  • 4-5 years in NGOs field.
