Child Protection Officer


With the support and under the supervision of the Juvenile Justice Project Manager, the Child Protection Officer is responsible to provide technical expertise in the development and supervision of Child Protection activities.
He/she supervises the implementation of all activities linked to the Child Protection objectives under the Juvenile Justice program, and when required by the Country Representative of the other programs of the delegation, including activities in the communities and within Training and Rehabilitation Centres – TRCs of youth in partnerships with local partners. He/she technically supports Tdh staff on Child Protection components and creates/adapt the technical tools on Child Protection (guidelines, manuals, adapted monitoring tools, training and capacity building materials, etc), in order to ensures a qualitative implementation of Child Protection activities and particularly the implementation of relevant activities with vulnerable children, children at risk or in conflict with the law (Psychosocial Support, recreational activities, Life Skills, Technical and Vocational Training, Child safeguarding Policy, etc).
He/she ensures and follow on the capacity building of Tdh staff and Tdh’s partners and stakeholders on Child Protection related field..
He/she ensures Tdh’s representation at Ministry and local level (particularly MoSD and DoSD), and before Child Protection national and international stakeholders.
The incumbent commits to observe discretion on any information related to the organization functioning.
The incumbent will conduct his or her duties in respect of the Charter of Terre des hommes (Tdh) and Tdh Child Safeguarding Policy.
Tdh intervenes without any affiliation for politics, religion or financial profit. The incumbent will direct his or her activities and engagements without preoccupation of political, racial or religious affiliation.
Tdh expects that its staff and contractors’ professional conduct reflect proper behaviour in accordance with local culture and traditions. The incumbent assures the moral protection of the name of Tdh and defends in all circumstances the interests of the movement.
Line management
Report to the Access to Justice Project Manager.
Strategy and Policy
  • Make sure that the Tdh strategy and policy are implemented in his/her field.
  • Fully understand the operational plan and logical framework of the Juvenile Justice project
Supervision of Child Protection activities
  • · According to the Access to Justice program documents and work plans, directly implement and support the field teams and implementing partner’s team when applicable in the implementation and quality of all Child Protection activities related to the AtJ project in the communities and in the Training Centres and the Rehabilitation Centres
  • Ensure monitoring and evaluation of all activities and initiatives based on Tdh M&E framework and tools and supervise the correct use of reporting and monitoring tools by the field teams and partners (CBO volunteers and TRC staff)
  • On a regular basis, exchange with the team, field staff and partners about the difficulties met in the project implementation and about the children involvement in the activities, thanks to field visits related to the activities implemented Support the team in all other tasks as required by his/her manager and the needs of the Delegation
Technical support and Capacity Building on Child Protection
  • Technically support the AtJ PM and the Programme Coordinator (PC) in the creation of technical resource materials, in all aspects of the program regarding Child Protection (guidelines, manuals, adapted monitoring tools, awareness materials, training and capacity building materials, etc);
  • Ensure the identification of needs and gaps regarding the implementation of Child Protection standards in the Juvenile Justice system and Social Protection in order to feed the strategic orientation of the AtJ programme;
  • Identify and share information, research, best practice on the project and the tools relevant to his/her field with the Project Manager and the PC
  • Support the creation and adaptation of plans and relevant activities (psychosocial/educational/life skills/vocational trainings/etc) in collaboration with field staff and partners (including CBOs volunteers and TRCs’ staff) using and ensuring the child participation approach.
  • Ensure that Tdh staff, partners and the Juvenile Justice stakeholders are well trained on Child Protection principles based on needs identified;
  • Facilitate and undertake training of trainers in the areas of expertise
  • Conduct direct awareness sessions (or support resource persons) according to the needs identified.
Representation and Coordination
  • Under the supervision and in collaboration with the AtJPM, ensure Tdh’s representation before national entities (particularly Ministry of Social Development ) and ensure a smooth coordination and collaboration
  • Upon request and under the supervision of JJPM, attend meetings with key stakeholders;
  • Provide representative support with the local players at the request of the Country Representative and the Project Manager.
  • In general, make sure that a positive and professional image of the foundation is conveyed. In particular, ensure that the Foundation's mandate, ethics, values and views are followed in relation to third party. Build up a relational network with the other organizations which operate in the same field of activity.
Research and Development
  • Identify and share information, research, best practice in the project and the tools relevant to Child Protection with the project manager and PC
  • Initiate discussions on the improvements to be made to the AtJ project and Child Protection components
  • Provide support upon request to mapping, surveys, researches, conducted (contact, interviews, FGDs, reporting, etc.), capitalization, evaluation.
Child Safeguarding policy implementation
  • The incumbent will be the CSP focal point for the delegation. Please see responsibilities annexed
Reporting
  • Submit monthly reports to the AtJPM according to the internal reporting tools and regulations of the delegation;
  • Support the project manager when requested in the analysis of the data collected and with the donor’s reporting
  • Provide JJ Project Manager with monthly action plans
Admin / Logistics
  • Know and apply the Tdh administrative and logistics rules and procedures and conduct all tasks in compliance with these regulations
Finance
  • Respect the budget implementation as defined by the AtJ Project Manager
Confidentiality
  • Make sure to respect strict confidentiality of information about activities, Tdh strategy, budget, staff, beneficiaries, etc.
Security
  • Comply with Tdh Security Regulations.
  • Inform and share any incident or information related to the security of staff and beneficiaries to the line- Manager
Safeguarding Policy
  • Commit to respect the Tdh Safeguarding Policy and principles of child protection;
  • Commit to ensure the best implementation possible of the Safeguarding Policy in Jordan;
  • Commit to inform Child Safeguarding Focal Point and to deal with any cases, allegations, or possibility of transgression, even potential, of the Safeguarding Policy.
Other
  • Undertake all other duties that may be requested by the line-manager and that are compatible with the job
Requirement for the position
Experience:
  • Mandatory experience in Child protection projects
  • At least 3 years experiences in INGO, NGO at officer level
  • Experience in capacity building
Education
  • Human rights, Law, Sociology, or any other relevant academic background
Personal and technical skills
  • Mandatory fluent in English and Arabic
  • Excellent report writing skills
  • Good communication and negotiation skills
  • Excellent diplomatic skills
  • Ability to work independently and as part of a team
