  1. Context of intervention

Médecins du Monde (MdM) is an international humanitarian organisation whose mission is to provide medical care for the most vulnerable populations, the world over, including France. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek at all times to encourage close working relationships with populations in its care.

The goal of MdM in Jordan is to offer care to the refugee and Jordanian vulnerable population. 

Following the assessments in Jordan, in December 2017, one of the needs identified by MDM is the support to the national NGOs and MoH to raise the quality of health and mental health services in the PHCCs.

After assessing 3 PHCCs in Amman, Irbid and Zarqa. MdM and the partner teams agreed on working together with the support of the WHO and MoH to raise the quality of care in those centers.

This will be done through capacity building activities in the form of trainings, improving the patient flow, updating the medical and mental health protocols, and providing patient care equipment.


  1. Essential duties 

Under the supervision of the General Coordinator, and in close consultation with the logistical/administration officer and the Medical Coordinator, the Program manager will ensure that communication between the teams and partner’s PHCCs, is effective.

S/he will manage the activities, with a focus on mental health in partner’s PHCCs, together with the partner
S/he will participate to the elaboration of MdM’s strategy and activities with partners: assessment of the needs, implementation of activities, including the definition/implementation of the MOU and support needed

  1. Programme Management
  • Support the implementation of activities with the partner as defined in the programme documents and the MoU;
  • Ensure that the partner teams understand the project objectives and participate actively in their implementation.
  • Ensure the proper functioning of programme/activities, and ensures compliance with goals defined in the programme proposal. Notably, s/he tracks the defined performance indicators, reports on progress to his/her immediate supervisor, signals any difficulties encountered in project implementation, and proposes improvements or reorganization as needed.
  • Take minutes of all attended meetings with partners and share this information with the Coordination team.
  • Manage the partners’ reporting (operational and financial) in coordination with the medical coordinator and the Support officer.
  • First signatory concerning all expenses related to partners.
  • Organize and facilitate the partners meeting to evaluate the activity progress and troubleshooting
  • Ensure follow-up and analysis of data, and reports operationally to the medco.
  • Ensure the implementation of monitoring and/ or evaluations, according to the defined needs of the project.
  • Undertake analyses and transmits the data collected to his/her immediate supervisor, and to the MedCo. As per the needs of the projects and/or the data collected, produce and disseminate reports of the monitoring and evaluation exercises to the relevant person
  • Ensure with the coordination team the compliance with the donor logframe indicators
  • Evaluate the impact of the partnership before starting the next phase.


  1. Capacity building management
  • Develop, collect and/or adapt, in collaboration with medical coordinator, material for activities of trainings of trainers and standards upgrading, with a focus on MHPSS
  • In charge, along with medical coordinator and the partner, of implementing and/or supporting all the activities to improve quality of care in PHCCs, with a focus on MHPSS
  • Manage in coordination with the Medical coordinator the support needed to ensure the delivery of the training package and quality medical activity with a focus on MHPSS.
  • Ensure proper archiving of all documents, tools and training materials produced in the context of project/s and ensures the availability of the verification sources mentioned in the proposals.


  1. Liaison and reporting
  • Facilitate liaison between MdM partners & other humanitarian actors when needed
  • Contributes to the monthly situation report. 
  • Elaborate the donor reports on activities.
  • Participate in monitoring security issues in the different locations and report back any incidents to the General Coordinator and the security officer.
