Information Management Officer - Fixed Term

CONTEXTUAL BACKGROUND 
The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 million people are internally displaced and 12.2 million are in need of humanitarian assistance, with 4.8 million in hard-to-reach areas. There are 4 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis. With an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 3,000 staff and workers in the region, IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women’s protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

Job Overview/Summary
As part of the Economic Recovery & Development (ERD) team, the Information Management Officer will be responsible for data, information management and reporting for IRC’s ERD programs in Southern Syria including Cash, Livelihoods, and Agricultural Livelihoods Programming. He/she will ensure that IRC’s data collection and information management systems are efficient, reliable, easy-to-use, and aligned with internal and external reporting requirements. He will report to the Information Management (IM) Manager in Amman and will work closely with IRC’s ERD management for Southern Syria.

Major Responsibilities

Program Management, Technical Quality, and Strategy 
  • Support the overall information management process for IRC’s program in Southern Syria, including data collection, database development and maintenance, reporting, learning and evaluation
  • Develop and manage IRC’s ERD information management systems for Southern Syria in line with IRC ERD overall data management platform and IRC’s Monitoring for Action core standards
  • Design and develop data collection tools including registration forms, assessments, and monitoring tools using online platforms such as Open Data Kit; design paper registration forms as needed
  • Review beneficiary registration data for program eligibility and, where applicable, apply scoring systems to support with beneficiary selection
  • Proactively review form data for inconsistencies, logic errors, outliers etc. and seek to reduce data submission errors through effective form design and field training for data collectors
  • Ensure all data collection systems and procedures and in-line with IRC standard operating procedures, particularly related to approvals, documentation requirements and data management
  • Support the IM Manager in completing weekly, monthly, quarterly, and final donor reports
  • Lead in preparation of monthly 4W and price monitoring reports for various UN clusters including Food Security & Livelihoods and Economic Recovery
  • Develop and update on a weekly basis program activity tracking tools to be shared with program coordinators

Program Development
  • Support the program Coordinators and Managers in the development of new grant proposals, specifically in developing logical frameworks.
Research, Learning and Analysis
  • In conjunction with the IM Manager, develop program-level monitoring and evaluation plans for each donor that is complementary to the M&E plan developed and implemented by the MEAL department
  • Design and develop tools and systems to carry out the program monitoring plans, and ensure monitoring tools are implemented correctly and in a timely manner by ERD and M&E staff
  • Coordinate closely with the MEAL team to ensure MEAL activities for ERD (including post-distribution monitoring, registration monitoring) are conducted in a timely manner
  • Working with ERD program managers in data collection processes and following up on any issues to ensure the data is validated.
  • Coordinate with the MEAL department on any support needs including assessments, data collection instruments, trainings, and database support.

  • Represent IRC at relevant cluster meetings as required

Job Requirements

Education: 
  • University Degree in a related field required, including information management systems, computer science

Work Experience:

  • Minimum 1 year previous experience working with information systems management, monitoring and evaluation, database development and management.
  • At least 1 year work experience with INGO

Demonstrated Technical Skills:
  • Experience implementing or supporting one or more of the following activities: Database management, information systems, accountability systems

Demonstrated Managerial/Leadership Competencies:
  • Strong organization skills; ability to prioritize, multi-task and follow work plans
  • Strong attention to detail
  • Strong planning, writing and reporting skills
  • Knowledge of key staff and budget management tools

Languages:  
  • Fluent in Arabic and English

Computer/Other Tech Requirements:
  • Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint.
  • Knowledge of data analysis and data visualization tools a distinct advantage
  • Knowledge and experience of ODK, Tableau, and/or CommCare would be a distinct advantage

Ability to Travel: 10% of time if applicable
