تعلن اللجنة الدولية للاغاثة في عمان والازرق عن حاجتها الى :


١) Employment Service Senior Officer
Job Overview: 
The Employment Service Officer for Labor is a core part of the Employment Hub Service Officer network. The Employment Hub is a two-year project out of which two core activities are run: i) a mobile network of entrepreneurial IRC service officers who will work with Jordanians, refugees, and firms to proactively facilitate matchmaking and help to address common access issues, and ii) a jobs collation platform that allows IRC officers, existing outreach staff and other stakeholders to algorithmically match jobs and job-seekers. An additional set of complementary and experimental activities, including behavioral nudges, flexible budgets, childcare support, transport support, and retention incentives, will be implemented as well. In line with the R&D approach, the objective is to structure fast-paced, small-scale experimentation to iteratively adapt a set of activities to optimize design and generate impact. During year 1, a series of experiments will be conducted to identify what works and in year 2, the program will scale a select set of interventions. 
The Employment Service Senior Officer for Employers (ESSO) will oversee and implement in all outreach to firms with job openings in Jordan, cultivating relationships with these firms to help provide labor, and ensuring that firms are satisfied with the employment hub services. The ESSO is responsible for working with firm HR and senior leadership to identify new employment opportunities and collect data on these jobs and the firm, help identify recruitment needs for firms, and work with firms to match them with potential employees. The ESSO will work with Employment Service Officers focused on job seekers, the Hub leadership as well as Economic Recovery and Development (ERD) program staff to deliver on matches and support other officers in their daily activities. 
This role is entrepreneurial, with the ability to shape the design of the employment hub protocols to maximize impact. It is also client-facing and will entail extensive communication and comfort in working with the private sector. This role offers the ability to have a positive impact in improving the employment opportunities for many in Jordan.
Major Responsibilities: 
Firm Intake
  • Builds relationships and trust with a set of firms in Jordan who have relevant jobs for refugees and Jordanians.
  • Works with firm management to identify recruitment needs and collect information on all potential job openings. 
  • conduct regular check-ins with firms to understand latest job postings and characteristics of ideal candidates.
  • Works with other ESSOs to ensure data is properly uploaded so the jobs platform can generate matches.
  • Is responsible for filling out numerous intake forms and maintaining up-to-date data on job postings in the platform.
     
Case Management
  • Provides lists of suggested candidates to firms and helps arrange interviews and fill vacancies.
  • Provides interview prep with firms by phone, in communities, or at the IRC Employment Hub for potential job candidates.
  • Interfaces with ESOs who hold job seeker relationships to prioritize matches and set up interviews
  • Conducts follow-up and regular check-ins with firms on employment matches. .
  • Meticulously tracks all changes to job openings data.
  • After job placements, works with firms to understand why certain placements were successful.

Job Requirements:
Minimum Requirements  
  • BA/BS in economics, business, finance, or a related field, or some commensurate certificate
  • Experience working with private sector, especially in our focus of mid-sized firms in Jordan (garments, chemicals, etc.)
  • Experience navigating large amounts of data using digital tools
  • Strong program/technical skills, and planning, reporting skills
  • Strong written and oral communication skills, effective in representation and liaison with external parties.   
Personal qualities: Works well in and promotes teamwork, comfortable in a multicultural environment, flexible and able to handle pressure well, passion for employing technical skills to meet social goals;Negotiates effectively by exploring a range of possibilities; Quickly builds rapport with individuals and groups; maintains an effective network of individuals across organizational departments.


 

٢) Health Manager


Job Overview/Summary:
  • Work closely with the Health coordinator to assist in the implementation of health activities inside Syria where technical medical expertise is required.
  • Work with the Health Coordinator to review, validate and verify health data and make the necessary corrections and recommendations.
  • Assist in training data collectors, reports submitters and hospital administrators in areas of their scope of data management and analysis.
  • Maintain regular communication with the community outreach and information management teams to be informed of suspected disease outbreaks, community acquired infections and massive trauma and report urgent issues to the Health Coordinator.
  • Assist in the development of in-country health strategies, policies and procedures in compliance with IRC standards.
  • Monitor health policies and procedures to ensure that they are kept updated and relevant to the in country situation and IRC health programme.
  • Ensure that health staff are properly trained on IRC and international health protocols and guidelines.
  • Ensure partner staff and facility staff receive proper training and follow up on health protocols and guidelines.
  • Create and adapt monitoring tools that assist in tracking of patients and their treatment protocols, and advise medical staff accordingly.
  • Establish and strengthen relationships with local councils, Directorates of Health and facility management.
  • Coordinate with the Health Directorate and other organizations in the successful implementation of routine immunization. This includes equipping facilities, supporting staff and training needs.
  • Conduct regular meetings with the community outreach team to ensure proper exchange of information and activity planning.
  • Develop and maintain an effective orientation package, and ensure that new staff are appropriately orientated on health protocols and guidelines in a timely manner.
  • Assist partners in the development of health and training proposals. Provide continuous assistance as needed.
     
Health Management
  • Manage a health team composed of a Medical Commodity Manager, Senior GIS Officer, Senior Data and Information Management Officer and Primary Health Care Officer. Responsible for the accomplishment of the team’s duties.
  • Responsible for ensuring that supported health facilities are properly equipped and receive the appropriate amount of drugs and supply with the support of the PHC Officer and Medical Commodity Manager.
  • Assist in the initiation of mental health activities, and ensure consistent support is planned, including medications and supervision.
  • Support partners in the management and implementation of mobile clinic activities.
  • Support in the development of HIS systems and other data collection tools.
  • Assist and represent IRC in any relevant health meetings in the IRC activity areas.
Documentation and Reporting
  • Weekly report to the health Coordinator to provide a brief analysis particular health cases seen during the week.
  • Assist the Health Coordinator in programme needs assessments, reports and proposals.
     
Staff Management and Development
  • Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance
  • Supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and leading documented semi-annual performance reviews.
  • Provide constructive feedback and counsel on appropriate career paths and professional development.
  • Promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage.
  • Offer leadership support for successful adherence by staff to IRC’s Global HR Operating Policies and Procedures.

Job Requirements:
  • Medical doctor with minimum 4 years of experience  from which  minimum 2 years  in a  managerial level , supervision experience is preferred
  • Previous NGO experience preferred
  • Experience with management of health projects.
  • Ability to work under pressure and to meet deadlines
  • Experience in conducting medical trainings
  • Strong liaison, diplomatic skills, and ability to handle stress.
  • Computer skills, Microsoft Word and Excel.
  • Fluency in Arabic and English, both written and spoken, required.
  • Remote Management experience is a plus.
  • Good team player.
    Working Environment: 
    The position is based in Amman with standard office work environment with visits to the warehouse.

٣) Budget and Reporting Officer
Job Overview/Summary: This position will be based in Amman and will assist the focal person for the IRC Jordan’s Budget and Grants Management function. This requires a motivated, flexible, problem-solving team-player with excellent analytical, communication skills and the ability to priorities activities and work to tight deadlines.
 
POSITION OBJECTIVES: 
The Budget & Reporting Officer assists the Budget & Reporting Manager by managing the day-to-day budget and grants management function. Under the guidance of the Budget & Reporting Manager, the Budget & Reporting Officer makes sure the budget and grants management issues are immediately attended and that the donor budgets are prepared in accordance to IRC and donor requirements and are submitted on time. In addition, he/she will ensure that grants are fully implemented in compliance to donor regulations and IRC requirements and donor reporting is on time.  He or she will develop budget management tools and conduct trainings to improve efficiency and donor reporting and compliance.
Major Responsibilities:
Country Office Annual Operating Budget
  • Under the supervision of the Budget & Reporting Manager, The Budget & Reporting Officer will assist in preparing the Fiscal year Budget following the IRC standard format to meet the required deadlines.
  • Ensure regular update of the Fiscal year budget that will serve as a guide for all new donor proposals as well help in times of rapid growth, decline of program to inform timely management decisions.
  • Provide recommendations for funding shortfall or coverage for each component of the fiscal year budget.
     
New proposal Development 
  • The Budget & Reporting Officer will assist the Budget & Reporting Manager for new budget preparations.
  • Under the guidance of the Budget & Reporting Manager, conduct a thorough preparation of new budgets and existing grant budget revisions ensuring that all costs are covered and are not under/over budgeted in addition to correct use of the IRC and donor budget formats.
  • Work with the Budget & Reporting Manager for monthly Shared Program cost Allocation.
  • Calculate and Insert the correct SPC for all new grants budgets.
     
Grant Management & Reporting
  • Prepare the monthly Budget Versus Actual (BVA) reports and distribute on time.
  • Review the budget spending and advice relevant staff on spending status and ask for feedback on all over/under spending.
  • Prepare and update spending plan for all active grants in conjunction with the appropriate budget holders.
  • Review and update the commitments lists from SC, Admin& HR to be included in monthly BvA’s.
  • Participate in the monthly Grant review meetings and present the spending status. Follow up on the action points based on the comments from the meeting.
  • Attend and provide support in all grant opening, review and closing meetings.
  • Provide support and feedback to Operations and Program managers for all questions regarding the BVAs.
  • In compliance with donor requirements propose and prepare adjustments entries, attaching all supporting documents for finance records and posting into SUN system.
  • Prepare the new budget line coding (T2 codes) for each new grant and update in SUN system.
  • Assist in preparing Donor Financial reports for all grants for review by the Finance Controller. Make sure the reports are in compliance to donor reporting formats and timely submitted as per contractual requirements.
  • Provide Technical assistance when required to other IRC Country offices
  • Update the staff salary mapping, follow up on SPCA table update and propose to FC for review and further approval
  • Provide update on grant spending status to FC.
  • Provide analysis of grants spending plan vs. actual spending.
  • Provide detailed analysis and tables for long term allocation
  • Review PRs and advise charge codes.
  • have a regular, head-to-head meetings with Program Managers to make sure they fully understand the budget and that proper action are been taken)
Staff Training
  • Assist The Budget & Reporting Manager in conducting regular training sessions in Amman and other IRC field offices on Budget Management and donor regulations to Program, Operations and Finance staff.

Job Requirements:
Education: A Bachelor’s degree in Accounting, Business Administration, Commerce or Finance, or equivalent technical training certificate in Accounting. Approximately 2 – 4 years of relevant working  experience of accounting
Experience: Working experience on budget preparation, budget management and financial reports will be an added advantage. This job requires strong analytical skills to be able to make logical and strategic budget decision.
Skills and Abilities: Must be able to function comfortably in loosely structured but complex work environment, working and prioritizing multiple tasks. Able to communicate effectively (written and verbal) in English. Good supervisory, time management and interpersonal skills. Excellent computer skills. Must be able to work under minimal supervision.

٤) Medical Doctor - Azraq Camp
Job Overview/Summary: The medical doctor will provide professional medical care to the highest quality and in accordance with national and international laws and standards. The position will be responsible for providing clinical care to the patients at selected IRC health facilities operating at the primary level of health care. 
Major Responsibilities: The medical doctor will be specifically responsible for conducting the following activities:
  • Provide daily curative services for general diseases at the clinic for the cases at the PHC level
  • Provides a referral base at the health facility for more severe cases to other specialized services
  • Manage and provide directions for the staff in health facility for day to day activities
  • Support the needs of systems and databases as required to ensure proper care of patients
  • Liaise with pharmacies, laboratories and other providers as needed to ensure quality care
  • Report needs and concerns to the Senior Health Officer (in charge)
  • Participates in "Performance Improvement" activities as appropriate
  • Acknowledges patient’s rights on confidentiality issues, maintains patient confidentiality at all times
  • Demonstrate good communication skills and adequate respect for patients and their families
  • Perform tasks as needed by the Senior Health Officer (in charge) that are relevant to the position

Job Requirements:
Education: A certified medical doctor
Work Experience: 1 to 3 years work experience as a medical Practitioner  
      Demonstrated Skills and Competencies:
  •  Ability to exercise sound judgment and make clinical decisions independently
  • Ability to relate to and motivate local staff effectively
  • Have a minimum administrative background and be able to take on medical/non-medical responsibilities from time to time to cover for other team members
  • Committed to helping refugees and working within IRC clinic protocols.
Language Skills: Fluent in Arabic. Basic knowledge of English.
Certificates or Licenses: Be certified to practice medicine in Jordan as a doctor and have any other the necessary certification from the government, and maintain his/her license throughout the duration of employment with the IRC

Working Environment:  This position will be primarily based in the IRC primary health care  facilities in the northern Jordan field sites . The security situation in the IRC intervention areas is generally calm and the security department of IRC shares regular security updates to keep the management and staff informed about the new developments.
