About the Innovative Startups & SMEs Fund
The Innovative Startups and SMEs Fund (ISSF) aims to increase early stage equity finance for innovative small and medium size enterprises (SMEs) in Jordan. ISSF puts into practice the first recommendation of the Jordanian Economic Policy Council to set up a fund to facilitate financing for innovative startups and SMEs in an effort to increase the level of startups with high-growth potential.  The fund was established and is to be managed based on best international investment practices.
The ISSF will invest in Jordanian innovative companies and in funds, incubators, accelerators and service providers seeking to support SMEs, entrepreneurship and the innovation space.

The ISSF is created as a special purpose vehicle with contributions from the Central Bank of Jordan and the World Bank bringing the total working capital of the ISSF to US$98 million.

The ISSF’s initial investment strategy will be to use a combination of direct investments in SMEs alongside private investment funds seeking to leverage financing on specific deals, and indirect investment in SMEs through funds. About the Position
A great opportunity for an experienced professional to take on a leadership role to oversee all HR operations at the ISSF. The role aims to achieve an overall operational effectiveness through continuous process and procedure improvements and innovative usage of technology tools & systems. The post will lead and manage the development (from the ground up), execution and ongoing improvement of HR operations and supervise the administrative staff within the ISSF.  

Responsibilities
  • Lead, deploy and monitor the ISSF’s HR operations strategy and objectives
  • Develop and document job descriptions, authorities and responsibilities for the purpose of achieving the defined objectives through implementation of the selected strategies and procedures
  • Develop with the general manager a salary scale and benefits package in-line with the market and commensurate with the individual job descriptions
  • Oversee all HR operations and admin activities and promote continuous improvement through leadership, guidance and education
  • Develop corporate plans for a variety of HR matters such as compensation, benefits, health and safety, etc.
  • Develop and maintain all policies and procedures, and provide guidance and interpretation to staff while providing integrity and security of data
  • Lead, negotiate, administer and manage the delivery and support of benefits programs
  • Ensure qualified applicants are recruited and hired for all positions
  • Assist directors and managers with the complete cycle of employee attraction to exist; prepare TORs, provide initial screening of candidate, co-interview, provide needed exams/assessments, post and manage ads on various platforms, coordinate orientation and training of employees, leaves of absence, onboarding and off-boarding, etc.
  • Monitor the adherence to internal policies and legal standards
  • Deal with grievances and violations invoking disciplinary action when required
  • Anticipate and resolve litigation risks and act as point of contact with legal entities pertaining employees and organization related matters
  • Lead the establishment and ongoing administration of a proven Human Resources Information Systems; manage the specification and implementation of dashboards, reports, policies and procedures, and capture and monitor HR operational metrics for internal and external analytics and reporting
  • Share knowledge of industry and local trends, establish ongoing analytical and reporting requirement to drive facts/data-based decision making, and recommendations to management team for continuous improvement of ISSF’s policies, procedures and practices
  • Manage staff training/development program
  • Lead and coordinate with ISSF’s employees and management including payroll, finance, compliance, etc.
  • Maintain a thorough understanding of HR and employment regulations, sectors and industry trends and practices, applicable laws and employment legislation related to all organization and personnel matters

  • Set, report, manage and monitor HR operations’ budgets and report internally and externally with partner entities when required
  • Facilitate the management of IT operations and technology services either directly or through third-party entities
Relevant Experience & Key Competencies
  • Minimum of 10 years of human resources and operational leadership experience
  • Subject matter expert in all human resource functions and processes with a strong knowledge in HR systems and technologies
  • Strong and solid project management, organization, communication, interpersonal, collaboration, and relationship skills with proven abilities to build business cases, present cost/benefit analysis, and present the appropriate strategies
  • Track record in improving HR processes through automation and self-service while maintaining high service delivery levels and employee satisfaction
  • Strong background in HR compliance and internal auditing systems and processes
  • Good knowledge of the Jordanian labor laws, social security laws, tax laws, and best practices
  • Outstanding organizational skills

About the Position
An extraordinary opportunity for an experienced professional to take on a leadership role in devising and implementing the financial strategy for the ISSF in addition to the establishment of the finance operations to ensure orderly and efficient management and control of all program resources.
Responsibilities
  • Provide strategic and operational direction to the ISSF’s finance and accounting department
  • Assist the Chief Executive Officer in establishing financial strategic objectives and operating policies and procedures to ensure attainment of ISSF’s objectives
  • Advise the Management team on financial planning, treasury, tax structure planning for investment, budgeting, cash flow, investment priorities, investment review, portfolio management and policy matters by continuously analyzing performance and associated risks
  • Develop good working relationships with banks, investment communities, auditors, Board of Directors and shareholders
  • Oversee all financial functions including accounting, reporting, budgeting, tax, treasury, etc. in accordance with the International Financial Reporting Standards (IFRS)
  • Establish and maintain internal controls to ensure compliance with regulatory agencies
  • Oversee the formal implementation of internal policies
  • Drive the overall preparation of financial activities including forecasting, budgeting, variance analysis and annual auditing

  • Assist in the development of internal procedures and TOR that cover the approved selection criteria, due diligence work, applied investment exit methods for all ISSF’s investment recipients and beneficiaries; venture capital funds, early-stage investments, accelerators, incubators, angel networks, etc.
  • Assist in defining the broad investment parameters and the type/size of investment and financial allocation in line with the ISSF’s strategy, compliance and guidelines
  • Provide guidance to ISSF portfolio companies on how to set up their financial systems to be compatible with ISSF requirements
  • Assist and review in the development of financial models for investment valuation purposes
  • Provide valuation, negotiation, transaction structuring, and due diligence support

Relevant Experience & Key Competencies
  • 15+ years of financial experience; 8+ years as Finance Manager/CFO preferably in investments and financial services
  • Excellent working knowledge of global finance practices and due diligence
  • Well versed in funds and VC/PE industries
  • Demonstrated excellence in managing finance accounting, budget control and reporting
  • Strong skills in examining, developing, re-engineering and recommending financial policies and procedures 
  • Strong analytical skills and experience interpreting a strategic vision into an operational model 
  • Proven ability to advise the Board and CEO on all aspects of financial management including long-range economic trends, consequences of financial compliance and regulatory changes, and internal resource management

About the Position
An extraordinary opportunity for an experienced professional with entrepreneurial, marketing & Communications skills to develop and manage the ISSF’s overall marketing strategy.  The candidate will have superb written and verbal communications skills, and competencies, in both Arabic and English, to design and develop marketing and communications content and programs intended for our targeted audience and in various sectors; entrepreneurs, venture industry, incubators, accelerators, universities, public and private institutes, regional and global entities. 
Moreover, the candidate will be responsible for the day-to-day management of the ISSF “community and stakeholders” across all media and social media channels.  The selected professional will also be responsible for managing and growing the ISSF’s brand and all aspects of marketing communications to raise awareness of the company, increase public and funder’s awareness and expand the base of support.
Responsibilities
  • Map out the existing national institutions, programs and initiatives which constitute the innovation and SME ecosystem, identify their individual objectives and activities and identify how they can be leveraged cooperatively by ISSF to achieve the ISSF’s national objectives.
  • Define and create the marketing, outreach and digital strategy of the ISSF
  • Set goals and introduce a structured process within the ISSF for all marketing and communication activities
  • Coordinate, oversee and implement all aspects of the ISSF’s marketing and communications plan including marketing, advertising, public relations and special event planning
  • Develop ISSF messages which effectively target relevant stakeholders to assist in achieving the desired ISSF overall objectives.
  • Develop ISSF’s communication materials, including press kits, fact sheets, brochures and graphic work. This will include the necessary video editing, proof-reading and copy editing
  • Develop the associated plan/s and decided the right channels/campaigns to achieve the desired exposure, brand awareness, reach and engagement across all channels -from ideation to execution- for various sectors and industries of focus
  • Work closely and develop relationships with journalists, publications, and key players in the local and regional broadcast and print media to ensure promotion of ISSF, its mission, programs and events. The possible communication media include, but are not limited to: social media, mobile, video, print, web platforms, interactive media, conferences/workshops, TV, and radio
  • Determine brand KPIs and success measures. Track and report initiative results against these objectives and refine program where needed to attain required operating results while managing the budget and other project management duties (e. g., timelines, project plans, program administration, etc.)
  • Conduct research, as needed, to evaluate program(s) effectiveness, assist with planning, assess similar programs and be proactive in overall marketing efforts
  • Ensure all marketing programs and initiatives meet legal requirements for special events, vendor contracts, volunteer guidelines, etc. and are in line with the Environmental and Social Management Framework of the ISSF
  • Lead and manage the creation of relevant, valuable, and engaging content (dynamic and evolving in nature) pertaining to the ISSF website, marketing material; i.e. literature brochures, blog and newsletters, social media channels and all investment and program announcements 
  • Work with digital and marketing agencies and 3rd party entities to market the ISSF’s impact investments & development messaging, portfolio companies’ announcements, and the various sector specific programs and initiatives across all channels
  • Organize promotions, outreach and ideation activities across Jordan and implement marketing programs targeted at specific sectors and industries to promote the entrepreneurial and innovation components of the ISSF and soliciting sponsorships
  • Lead and strategize to grow all social media accounts & engagements across all channels, post content, ensure timely responses, and report social media analytics
  • Evaluate the effectiveness of key marketing activities, monitor SEO and web traffic metrics
  • Prepare and provide regular reports including key marketing metrics, plans and companies’ summaries, competitive analysis, traffic counts, etc., to ensure continuous improvement.
  • Spearhead the ideation and execution of events and activities (workshops, conferences, brown bag lunches, etc.) that would position ISSF as a support and change promotor in relevant domains and industries

Relevant Experience & Key Competencies
  • A minimum of 10 years of overall experience and a minimum of 4 years relevant professional work experience

About the Position
An extraordinary opportunity for a professional with entrepreneurship program design & development and team management experience to develop, implement and improve the quality of programs promoted, supported and offered by the ISSF.
The Programs Director will be responsible for developing and implementing support initiatives aimed at building the Jordanian entrepreneurship ecosystem, in order to improve the quality and quantity of Jordanian entrepreneurship and increase the quality and quantity of deal flow for the various financial instruments being supported under the ISSF. This may include support for startup development and growth programs, networks of organizations, institutions, mentors and investors centered around the requirements and needs of the Jordanian ecosystem.
The candidate will be responsible for seamless program creation, delivery, and quality control and evaluation. In this role, the Director will ensure every program is unique, managed with care, delivered successfully, and followed through post implementation. In addition to building innovative programs, the successful candidate will partner and work collaboratively with high-pace different management teams locally and globally to execute such programs and build networks.
The ISSF is a new project, and this role presents an excellent opportunity to create and shape a series of activities to support Jordanian entrepreneurship, and to help build the ISSF itself.

Responsibilities

  • Map out the existing national institutions, programs and initiatives which constitute the innovation and SME ecosystem, identify their individual objectives and activities and identify how they can be leveraged cooperatively by ISSF to achieve the ISSF’s national objectives
  • Develop a ISSF strategy for the further development of the Jordanian entrepreneurship ecosystem, including opportunities and gaps in capability and infrastructure, and a prioritized action plan that align with the ISSF’s direction
  • The national strategy should include a plan to address existing weaknesses in existing  business/technology A&I to increase deal-flow; the number of innovative and high-growth startups in Jordan, and to increase the number of firms in early-stage investment opportunities
  • Develop partnerships with national, regional and global corporations, universities and research institutes, diaspora and to support the creation and growth of startup communities and various support programs throughout the Kingdom
  • Design and oversee implementation of high quality programs which:
    • Reflect best practices in entrepreneurship design and delivery
    • Are synergistic with existing initiatives, support networks and stakeholders
    • Have realistic and well targeted, resources, budgets and operations
    • Have sensible and user-friendly eligibility and selection criteria and administration
  • Create a business development plan, including opportunities for institutional growth and sustainability options, and draft proposals for raising equity investment, grants and funds for the ecosystem.
  • Plan various workshops/events/webinars for programs to provide information and intelligence, and to build linkages and networks.
  • Assist with Liaising with the government and industries and actively promote programs through various channels.
  • Design and implementation of a robust communications strategy with the marketing director and possibly third-party entity to promote programs.

  • Excellent programs management skills
  • At least 10 years of experience in a similar Executive/Entrepreneurial role

About the Position
A great opportunity for an experienced professional to take on a leadership role to oversee all compliance matters for the ISSF. The Officer is responsible for ensuring the ISSF complies with World Bank regulatory requirements and local and internal regulatory policies and bylaws.
Responsibilities
  • Work with management on identifying and articulating short, medium and long-term objectives of the fund
  • Establish ISSF compliance policies to achieve the overall objectives
  • Identify strategies to be implemented by the ISSF to achieve the desired objectives
  • Establish procedures to implement the policies and execute the strategies.  Procedures should be aligned with fund management best practices and regulatory requirements (Jordan and World Bank)
  • Document the policies and procedures in an ISSF manual up to ISO 9000-2015 standard
  • Work with management to ensure strategies are in place and in operational/regulatory compliance
  • Create long-term goals and plans for methods that will ensure no illegal activities occur within the workplace and all aspects of the organization meet the operational and legal standards
  • Investigate irregularities and non-compliance issues, and work/provide compliance reports to the implementing agency
  • Perform internal audits on the effectiveness of compliance policies, and develop and implement risk mitigation strategies through engagement with key colleagues
  • Serve as a liaison between management, personnel and implementing agency
  • Provide employee training on compliance related topics, policies, or procedures
  • Work and collaborate with corporate lawyers on compliance issues and provide management with progress reports
  • Ensure ISSF’s overall compliance with fiduciary and prudent investor responsibilities
  • Monitor compliance in accordance to local and foreign laws and regulations
  • Develop organization-wide compliance strategies by estimating, forecasting, and anticipating requirements, trends, and variances; aligning monetary resources; developing action plans; measuring and analyzing results; initiating corrective actions; minimizing the impact of variances
  • Ensure the compliance with the International Financial Reporting Standards
  • Avoid legal challenges by understanding current and proposed legislation; enforcing regulations; recommending new procedures; complying with legal requirements
  • Maintain state-of-the-art compliance programs; bringing compliance recognition to ISSF
  • Monitor operations to ensure investments are based on the approved selection criteria, due diligences processes, and the investment exit methods applied, etc.
  • Build effective peer/sector wide relationships in order to capture emerging trends in dealing with compliance requirements
  • Draft and update policies and procedures, and ensure regulatory reporting and filing is completed, and provide ad hoc support on regulatory projects when requested
  • Communicate with the different entities to facilitate documentation and resolution of complaints
  • Collaborate with human resources on appropriate disciplinary actions for personnel who violate compliance standards
  • Assist in the reporting and oversight of the world bank compliance and monitoring framework to promote adherence to laws, regulations and ethical business practices
  • Oversee compliance of human resources and projects by determining accountabilities and adherence to ISSF and the World Bank monitoring framework
  • Verify that software technology is in place to adequately provide oversight and monitoring in all required areas
  • Ensure that the project activities are compliant with the relevant requirements of national policies, regulations and legislations as well as the World Bank Group (WBG) relevant Operational Policies and Procedures
  • Stay abreast of current industry trends and new regulations in order to analyze their impact on overall operations
  • Oversee ISO 9000-2015 initial and annual certification

Relevant Experience & Key Competencies

  • Excellent attention to detail

  • 5+ years of work experience in similar/relevant organizations

Education Requirements

About the Innovative Startups & SMEs Fund
The Innovative Startups and SMEs Fund (ISSF) aims to increase early stage equity finance for innovative small and medium size enterprises (SMEs) in Jordan. ISSF puts into practice the first recommendation of the Jordanian Economic Policy Council to set up a fund to facilitate financing for innovative startups and SMEs in an effort to increase the level of startups with high-growth potential.  The fund was established and is to be managed based on best international investment practices.
The ISSF will invest in Jordanian innovative companies and in funds, incubators, accelerators and service providers seeking to support SMEs, entrepreneurship and the innovation space.

The ISSF is created as a special purpose vehicle with contributions from the Central Bank of Jordan and the World Bank bringing the total working capital of the ISSF to US$98 million.

The ISSF’s initial investment strategy will be to use a combination of direct investments in SMEs alongside private investment funds seeking to leverage financing on specific deals, and indirect investment in SMEs through funds. About the Position
A great opportunity for an experienced, energetic and highly organized professional to take on the role and duty of an Executive Assistant to the CEO.  The post will provide high-level comprehensive, proactive and professional administrative, clerical and research support to the CEO.
The Executive Assistant may from time to time oversee the work of other administrative, clerical or office staff on a project or event basis.
Responsibilities
  • Support a heavy diary management, interaction with both internal and external executives and assistants, coordinate a variety of executive meetings
  • Collaborate and coordinate across departments including senior management, employees, business and governmental partners and international organizations on ad hoc projects, presentations and documents
  • Provide communication support and maintain a high degree of discretion in all correspondence
  • Assist in board relations, including scheduling, document preparation and logistics for board meetings
