Logistics Officer



JOB TITLE & POSITION Logistics Officer  
LOCATION Amman & offsite field visits as needed, Jordan
REPORTING TO Senior Logistics Officer  
OVERALL PURPOSE
Working as an important member of a diverse team who are committed to serve the world’s most vulnerable with practical and compassionate care the Logistics Officer supports many of the logistics activities of the programme. On a day-to-day basis the Logistics Officer carries out a variety of functions required to ensure the logistical needs of the programme are met and that all logistical activities are delivered efficiently, accurately and on-time. All activities are carried out in line with Medair policies and procedures and according to any applicable donor, HQ or field guidelines.  
PROJECT OVERVIEW
In Jordan, most refugees are directed to a refugee camp where other INGOs are working, but some families are staying in homes in the host communities or are trying to survive on their own. Medair is working to help support host communities and refugee families who are not living in the camp

  DELEGATED AUTHORITY
  • To support logistics activities as procurement, transportation, warehousing, and communication.  
  • To ensure effective donor compliance for all procurement undertaken by Medair in accordance with the Medair procurement manual.
  • Be flexible and willing to assist in other areas of work as requested
  • To manage the Medair’s fleet: general care, maintenance and upkeep of the vehicles, deal with the rental company
  MAJOR OBJECTIVES: 1.Logistics: 60%
  • Supporting logistical activities such as procurement, supply chain, stock management, warehousing, transport, facilities, communication and asset tracking
  • Ensuring that the procurement reflects the Medair policy on the purchase of specific items.
  • To support the PSO on the assets and utilities in the various project sites are being well maintained by the logistics team
  • Liaising with the relevant field manager to provide effective logistical support to the projects and the field teams
  • Liaise with other organisations as required
  • Deal with facilities landowners

  • Responsible for Medair fleet 
  2.Administrative: 10%
  • Meet the logistics related administrative requirements of Medair, donors, local legislation, suppliers, contractors and any other stakeholders, so that the logistical aspects of the programme function efficiently, effectively and with integrity
  • Ensure a clear and transparent paper trail is in place for all logistical transactions (e.g. purchase requests, waybills, stock control, asset tracking, etc.), that records are kept in an orderly and timely fashion and that the filing (archive) system is in line with Medair and donor requirements
  • Contribute, as required, to the accurate and timely reporting of activities e.g. through weekly and monthly reports
  3.Finance: 15%
  • Responsible for all cash handling, purchasing, and receipts within this role and submit correct receipts and cash to Logistics Manager
  • Ensure purchases and receipts are allocated to the correct Project 
  • Ensure all the receipts are having good English translation
  4.Communication 5%
  • Maintain a transparent, honest and supportive communication structure with colleagues to ensure they are kept informed of applicable logistical activities and requirements
  • Provide training, advice, mentoring and coaching as required to all relevant staff on logistical procedures, internal controls and the logistical requirements of donors
  • Develop and maintain positive relationships with suppliers, local authorities, other NGOs and any other stakeholders, 
  5.Security 5%
  • Ensure health and safety operational approaches are employed during all logistics activities
  • Assist in the security assessment of each location, for mobile teams and its transportation  
  • To support on technical resources available and to maintain communication and security equipment in good functioning condition
  • Adhere to the security guidelines employed by Medair on site and when travelling
  • Ensure all locations (office and bases) have the necessary safety equipment and supplies, including travel safety items. 
  6.Management: 5%
  • Line manage, drivers and other support staff if needed ( logs assistants, cleaners, maintenance workers) 
  PERSON SPECIFICATION: 
QUALIFICATION / EXPERIENCE:  
Qualification 
ESSENTIAL A diploma or degree in, Procurement, General Administration, Finance, or related
DESIRABLE University Degree in Supply Chain Management, Logistics, Business Management or a related field.  
Work experience
ESSENTIAL
  • Experience in managing staff
  • Experience of logistics in humanitarian aid programmes 
  • Must be holder of a valid driving license
  • Solid knowledge and understanding of practical Logistic Procedures
  • Experience in stock and fleet management
DESIRABLE
  • Problem solving ability with equipment ranging from PC's to vehicles and radios. 
  • knowledge of the markets in Jordan
  • Expertise in procurement / transport and fleet management
  IT

  • Good computer skills with good knowledge of Microsoft Excel, Word, and Outlook.

  • Troubleshooting computer, printers and network issues.
