Admin & Data Management Officer – ARC Program


PROGRAM/DEPARTMENT SUMMARY:
Mercy Corps is an international relief and development organization working in over 40 countries worldwide helping people build secure, productive and just communities. In Jordan, Mercy Corps has been actively working since 2002 to implement a variety of programs funded by US and European governments and private donors. The current portfolio includes programs focusing on improved water demand management, conflict mitigation and social cohesion programming, child, youth and inclusive education programming, and humanitarian relief programming, which includes emergency cash and protection programming.


With funding from the Dutch government, Mercy Corps is implementing a three-year program Access to Justice and Jobs in Jordan (ARC), which aims to improve access to justice, as well as increase incomes and employment opportunities for vulnerable Jordanians and Syrians in host-communities of Mafraq and Irbid governorates. The program will provide referral and protection services, facilitate access to vocational training and apprenticeships, and strengthen micro, small, and medium-sized businesses in within the dairy and olive oil sector. Additionally, efforts will be made to promote youth and women throughout all activities. Under this program, Mercy Corps is using a market system development approach- facilitating activities rather than direct implementation.

GENERAL POSTION SUMMARY:
The Admin & Data Management Officer role, under the supervision of the Project Manager, is to support with the administration, accountability and analysis of all program activities. The Admin & Data Management Officer will be fully responsible for the accountability, quality and accuracy of all data flowing into the program. This position is comprised of two components: 1. M&E component (60%) and 2. Admin component (40%), due to the nature of the program the ideal candidate must be able to multi-task. The Admin & Data Management Officer will serve as a supporting function of the program, ensuring data is up to the highest quality, as well as ensuring administrative matters are running smoothly and in accordance to MC internal procedures and polices.
The position holder will be responsible for program data- this includes ensuring program staff members are collecting information accurately, monitoring all field data collection, and developing M&E tools. Additionally, the position holder will support the program via being responsible for all procurement and finance activities. The Admin & Data Management Officer will work closely with partners and beneficiaries to ensure smooth, efficient and effective implementation of all program activities. The position holder will work closely with the Project Manager, Project Coordinator, and Senior M&E Officer, who seek to expand the skills of the Admin & Data Management Officer and delegate more responsibility during the duration of the contract.

Monitoring and evaluation responsibilities (60%):
1. Be fully responsible for all incoming data into the program- this includes verifying surveys for completion and accuracy;
2. Aid the Project Coordinator in all monitoring and evaluation / operations related to the ARC program;
3. Contribute to all internal reporting via verification of numbers and quality assurance;
4. Ensuring that all monitoring and evaluation activities are being implemented on time according to work plans developed by program coordinators;
5. Fully responsible for all data entry and initial analysis of program activities;
6. Monitor all program activities and progress towards achieving the program output;
7. Conduct field visits to observe activities, ensuring that program is following the log frame, evaluating activities, sharing information with relevant members of staff;
8. Ensure all surveys are being collected at the highest quality- coordinate with the program team on any follow-up documentation needed;
9. Aid in the develop tools for data collection, management and analysis;
10. Working closely with M&E Senior Project Office and Project Coordinator to analyze data collected in the field and providing formats for data to be shared in reporting. This includes inputting to the program and country-wide Mercy Corps dashboards;
11. Assist the program team in strengthening the accountability mechanisms at program level, including setting up and managing complaint and feedback mechanisms for programs;
12. Assist the program team and partners in documenting lessons learnt, including collecting best practices, case studies which demonstrate qualitative and quantitative changes over the period;
13. Working with M&E Senior Officer to analyze successes and challenges of program, collecting
14. Travel to all areas of work and carry out survey and conduct both individual as well as focus-group interviews in target areas of work. Admin Responsibilities (40%):
1. Be responsible for all programmatic procurement procedures- this includes issuing all PRs, following up and ensuring payments are being made on-time;
2. Ensure Mercy Corps FP3 procedures are being followed diligently;
3. Aid the program team in planning activities;
4. Ensuring the program team is following Mercy Corps finance and procurement procedures;
5. Monitor all service contracts and consultancies within the program;
6. Develop scopes of works for all potential service contracts, and consultancies;
7. Develop any supporting documents needed to contract service providers- this includes budgets and work plans;
8. Updating procurement and program asset trackers on a weekly basis;
9. Liaison with the procurement department on a weekly basis on program purchases and orders;
10. Follow up with the finance department on status of payments;
11. Contribute to program BVA meetings- forecasting spending for each month;
12. Stay up-to date with all Mercy Corps procurement and finance procedures.


SUPERVISORY RESPONSIBILITY: None
REPORTS DIRECTLY TO: Project Coordinator
WORKS DIRECTLY WITH: Senior Project Manager, SME Expansion team, Employability team, and other MC operations departments, M&E Advisor.


KNOWLEDGE AND EXPERIENCE:
University degree in Business Administration, Management, Data statistical.
Minimum 3 years’ experience in admin and data management.
Experience working in logistics and or procurement.
Experience working in INGO is a plus.
Proficiency in Arabic and English.
Proficiency in Microsoft Office applications including Excel and Word.
Have experience working in the field.
