Palladium seeks a senior finance advisor to support the USAID-funded Health Finance and Governance (HFG) project.  The mission of this $20 million 4-year project is to work with the Jordanian Government and other stakeholders to improve health sector sustainability and resilience in support of achieving universal health coverage (UHC). 
Responsibilities of the Senior Finance Advisor
As the leader of HFG’s health finance team, the Senior Finance Advisor will be responsible for collaborating with the Ministry of Health and other counterparts to develop and implement HFG’s health finance interventions including: increasing the effectiveness of public health sector resources; implementing strategic purchasing and results oriented budgeting; costing health services and packages of health services; developing tariffs and fee schedules; expanding equitable and sustainable health insurance coverage; improving health insurance operations, premiums and claims analysis; conducting fiscal space analysis and developing innovative health financing options; strengthening the capacity to use data in health sector decision making; and finding innovative ways to financing public-private partnerships
This position reports to the Deputy Chief of Party and is based in Amman, Jordan. Successful candidates should be willing to relocate.

Technical Responsibilities
  • Work with counterparts in the Jordanian health care system and all levels of stakeholders to identify, develop, and implement innovative health financing interventions.
  • Provide content knowledge and technical assistance to the MOH, regional health departments, and other health stakeholders on health financing topics.
  • Critically review and evaluate finance-related policies and documents including legislation related to health financing and insurance.
  • Determine the appropriate analytical methods and procedures to identify, consider, and resolve issues or problems.
  • Prepare health financing and health economics analyses, recommendations, briefing notes, and assessments for internal and client use
  • Practice and promote data-based decision-making. Identify data needs and gaps and works to close them.
  • Develop and implement mechanisms to promote transparency and accountability in health sector financing
  • Represent the project in best-practice knowledge-sharing forums and through special studies that document lessons learned
  • Responsible for the development and approval of work plans ensuring work quality, compliance with requirements, and on time deliverables.
  • Develop, review, and/or prepare necessary technical and program-related reports, including presentations, briefs and working papers.
Management Responsibilities
  • Organizes and participates in trainings, conferences, workshops, meetings and other capacity building efforts for staff and counterparts
  • Works with the HFG leadership team to meet HFG target indicators
  • Oversees, manages, guides and supports specific activities of junior staff, outside vendors and consultants. 
  • Develop project success stories, briefs, papers, and journal articles
  • Conduct all work to accepted and appropriate standards of research ethics
  • Perform other related duties and responsibilities as assigned

Qualifications
  • The Senior Finance Advisor must have a PhD in economics, finance, social science, public health, business or public administration and at least 2 years of post-doctoral experience working with health finance interventions in different countries; or an MA in economics, social science, finance, public health, business or public administration and at least 5 years of experience working with health finance interventions in different countries.
  • Strong knowledge about health care systems beyond finance
  • Experience creating and using health care data in decision-making
  • Evidence of critical thinking skills, proactive problem identification and solving, and initiative taking
  • Ability to cope with ambiguity, respond and adapt quickly to changing requirements and competing demands
  • Professional and mature demeanor and conduct
  • Strong leadership and interpersonal skills
  • Writing and oral presentation skills in English
Preferred:
  • Jordan experience: An in-depth understanding of, and ability to effectively function in the Jordan political, cultural, and social landscape
  • Arabic language
  • USAID experience:  Previous experience working with USAID and/or other donors
