Grants and Contracts Officer – Whole of Syria


·           JOB SUMMARY:
The function of the Grant and Contract Officer is to ensure the effectiveness for consolidating and coordinating the flow of grants and contracts data of the country office funding. This requires; ensuring accurate consolidation of all data, the effective tracking of the CO’s project’s grant and contracts portfolio, monitoring donor reporting deadlines, reminding actions related to donor receivables/payables, and review of grant or contract documents.
The position will also ensure the effective maintenance of all central grants and contracts’ files and maintain liaison with project staff, as well as with finance team members.   He/she will advise on project start-up contracting needs, as well as providing strong guidance and support in project close-out procedures and reporting.
·           RESPONSIBILITIES AND TASKS:
Maintain records of CO grants and contracts:
  • Ensure all grant/contractual information is securely archived yet available as and when required.
  • Prepare records for Grants and update them regularly. Assist the review of IPIA’s, and share potential risks, missing or erroneous information.
  • Open individual grants in adherence to CARE's agreement and grants management policy. Update regularly as required.
 Maintain CO donor reporting schedule: 
  • Compile the CO donor reporting schedule for all CARE projects through reviewing donor agreements/IPIAs and updating the agreement data-base regularly.
  • Work with Finance and program teams to ensure quality and timeliness of all donor report submissions.
  • Document all donor reports in individual grant files.
 Support to proposal development and budgeting:
  • Support proposal development processes through the provision of technical guidance in respect to agreement formulation and due diligence.
  • Support reviews that ensure proposal budgets/budget amendments are in line with donor regulations.
  • Recommend or facilitate opportunities to help build staff capacity in budget formulation/management.
 Grants & Contracts Management:
  • Help reviewing all donor grant and contracts and ensure that all concerned staff are aware of associated rules, regulations, reporting requirements.
  • Support program team as appropriate, in the preparation of certain donor communications regarding grants and contracts intended for donors, CARE USA, or partners.
  • Maintain records of all CO grants and contracts; ensure all grant/contractual information is securely archived—yet readily accessible by authorized parties if required.  Ensure grant and contract documentation complies with CARE USA’s retention policy and procedures.
  • Assist with maintaining a CO donor reporting schedule and work with Finance, and Program Teams to ensure quality and timeliness of all donor report submissions. 
  • Assist in preparing for internal and external audits.
  • Assist in the monitoring of the implementation of compliance within grants and contracts.
Participate in the analysis and preparation of financial/donor reports, donor and country office annual budgets:
  • Maintain project and donor database information and files in both hard and soft copies
  • Review grant agreements and propose relevant chart of accounts (COA) and mapping of donor budget lines to CARE COA for appropriate management and reporting.
  • Prepare monthly expenditure reports (Budget VS Actuals) for Project Managers.
  • Prepare periodic reports to the donors and partners as required by the contracts, meeting all reporting deadlines 
  • Prepare quarterly reconciliation reports between grant and contract reports and actual expenses by the end of the month
  • Ensure compliance of all donor requirements as per signed contracts when reviewing expenses and preparing financial reports.
  • Initiate the request for Fund Codes and Program IDs as needed
·           QUALIFICATIONS – (must be specific, realistic and related to job responsibilities)
  • Bachelor’s degree in Finance, Economics, Business Administration or combination of relevant Education and Experience. Master’s degree in Business Administration or relevant field is preferred;
  • 3-5 years of experience in a similar management role in humanitarian aid context;
  • Excellent planning, organizational, and analytical skills;
  • Strong financial management skills;
  • Ability to prioritize workload whilst maintaining a high standard of work;
  • Proficiency in English & Arabic verbal and written;
  • Experience and familiarity with key donor policies and procedures;
  • Ability to effectively liaise and coordinate with various stakeholders including key internal units and external clients such as partners or donors;
  • Firm belief in teamwork, gender equality, participatory approach and sustainable development;
  • Strong interpersonal skills to work effectively as part of Emergency Team, cross cultural and politically sensitive setting;
  • Good communication and presentation skills;
  • High level of expertise in using Microsoft Word & Excel;
  • Detail oriented;
  • Multi-tasking;
  • Excellent interpersonal skills, ability to work on one’s own and complete tasks and produce high quality output;
  • Proactive in problem solving, initiating actions and making operational decisions.
