MISSION CONTEXT
The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 4 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Five years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of rehabilitative care and psychosocial support. In hard-to-reach areas and/or areas of new displacement, local populations and IDPs are in need of emergency assistance in terms of food, household essential items, and other basic needs. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.
HI is managing a remote humanitarian program from three hubs in Jordan, Lebanon and Turkey, along four main pillars:
  1. Support to health partners (hospitals, care houses, rehabilitation centers, local NGOs) for the provision of comprehensive rehabilitation services (physical rehabilitation, psychosocial support and/or prosthetics and orthotics) through training, technical supervisions and donations of rehabilitation material and/or equipment;
  2. Provision of basic needs kits – Food baskets, Household Essential Items and Hygiene kits – in one-shot distributions to people who experience a sudden degradation of their living conditions due to renewed conflict, displacement and/or exclusion from humanitarian assistance;
  3. Education to the risks and effects caused by conventional weapons (including mines, Explosive Remnants of War and Small Arms Light Weapons) and urgent marking of hazardous areas;
  4. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response.                                    
The current intervention is based on a mix of remote management of national teams and remote partnerships with local structures and organisations. HI has implemented some direct management programs in the past and is looking for ways to launch more in the coming months.
OBJECTIVE OF THE POSITION:
   Under the operational responsibility of the Project Manager and the technical responsibility of the MEAL Manager, and within the mission’s framework, will be responsible for:  
  1. Ensure the data management of the projects
  2. Contribute to the MEAL management of the projects
REPORTING LINES
Line manager:  Project Manager
Line manager+1: Area Coordinator
Functional manager: MEAL Manager / IM Manager
Line Management: None
Functional links: Project Officers, Database Operators in the bases; Technical Advisors
RESPONSIBILITIES:
  1. Database management duties
  • Liaise with the MEAL department to validate any data collection/entry tool
  • Train the field staff in charge of data collection/entry on the tools to be used, on the data flow chart and on the data quality management; Provide technical support to Field Database Operators
  • Make sure that the data collection and data entry are done according to planning; ensure quality control for both of them
  • Review the data; Ensure that datasets are complete, accurate and reliable; Get final validation of datasets by the Project Manager and make them ready for internal/external reports
  • Identify weaknesses and strengths in data collection/entry as well as errors in databases and share findings with and Project Manager and with IM Manager at coordination level
  • Support the implementation of early corrective actions aiming at improving the quality of the datasets and the quality of data management practices, under the supervision of the Project Manager and in coordination with the Coordination IM Manager
  • Ensure proper archiving and regular back-up of hard copies, soft copies, databases, any source of verification
  1. MEAL management 
  • Analyse results for each activity; flag non-conformity towards technical standards and deviation from project planning, expected outputs and outcomes
  • Share the detected non-conformities and deviations with the Project Manager and Technical Advisors; Support them in analysing the reasons for non-conformities
  • Summarize the main project results in dashboards built in line with MEAL plan (e.g. pre-filling of PMbox)
  • Analyse permanent datasets (validated data) upon request from the PM or MEAL Manager
  • For punctual studies, contribute to the definition of the methodology, the training of field staff, the data review, validation and analysis as well as the drafting of reports
  • Support the development of MEAL tools in collaboration with the MEAL department
  • Contribute to the implementation and monitoring of the quality control, third-party monitoring and complaint mechanism systems
  • Produce analytical and well written reports
  • Remark: the implementation of studies remains the direct responsibility of the Project Manager (like the supervision of the field team) and does not fall under the MEAL officer duties.
  1. Ethics and professional practices:
  • Respects beneficiaries’ privacy and confidentiality (he/she only shares medical information with medical staff/persons directly involved in patient’s care). 
  • Respect and promote HI’s policies and report to your line manager any non respect of these policies amongst the team or partners
  • Address needs and requests in a professional way
  • Report any incident or act that causes any harm to beneficiary or to others.
  1. Others
  • Upon the request of the line manager, contribute to the production of donor reporting
  • Participate actively in meetings as requested by your line manager
ReQUIREMENTS: 
Professional competencies required  
  • University degree in Computer Science
  • 2 years’ experience working for an NGO
  • Good understanding of M&E and information management; concrete experience with it is a plus
  • Experience in Mobile Data Collection Systems is a plus
  • Very good analytical skills / High understanding of project cycle management
  • Good level of English
Computer Skills
  • Good skills on Excel (manipulation of big tables, complex formulas, VBA scripts)
  • Experience with ODK (Open Data Kits; Mobile data collection) / xlsforms
  • Knowledge of a GIS tool (ArcGIS, QGIS, …)
  • Knowledge of a graphic design tool (PS, Coreldraw, Power BI, AI …)

 (Note that working time can go up to 48 hours per week (according to the Jordanian labour law) if it is required by the volume of activities and by the line manager.)
