Senior Administrative- Government Liaison Officer


PROGRAM/DEPARTMENT SUMMARY: Mercy Corps is an international relief and development organization working in over 40 countries worldwide helping people build secure, productive and just communities. In Jordan, Mercy Corps has been actively working since 2003 to implement a variety of programs funded by US and European governments and private donors. The current portfolio includes programs focusing on economic opportunities and market development, water management and renewable energy, conflict mitigation and social cohesion programming, and humanitarian relief programming. Crosscutting areas of focus include access to finance, youth, and gender.
Mercy Corps recognizes the disproportionate impact of the crisis on economic and market development in Jordan, as well as associated tensions by the host community towards the refugees related to employment. As a result, Mercy Corps prioritizes economic, market development and livelihoods as part of its wider strategy focused on conflict management, youth, protection, and water and sanitation in Jordan. Mercy Corps is currently implementing several multi-year projects with economic opportunities and market development objectives from donors such as Google.org, USAID, EC, Dutch Government, Global Affairs Canada, and the UK government to enable vulnerable individuals and key market actors to build productive lives.
GENERAL POSITION SUMMARY:
The Admin Officer is responsible for managing administrative functions for the Mercy Corps Jordan office, including but not limited to facility management, stock and record keeping of office supplies and stationery, managing reception, Liaison, Registration, Residency, Leases, managing and coordinating hotel bookings for events and visitors, Governmental Relations etc. The Administration Officer reports directly to the Admin Coordinator for Jordan Office.
Administrative Responsibilities
  • Be a focal point for all arrangements related to office and expat houses including facilitating leases and maintinence.
  • Working closely with the Finance department on submitting the monthly cash projection.
  • Develop a regularly update tracking sheet for expats houses & MC lease agreements
  • Be a focal point for all accommodations required by MC staff & Visitors including sending Pre Arrival Package 
  • Facility management of MC country office, guesthouses and staff houses.
  • Maintenance and updating of operation related files
  • Implementation of MC policies related to Admin, liaison and housing
  • Supervision and focal point for all admin related activities i.e. visas, reporting, duty exemptions, NOCs dealing with govt. authorities (as and when needed).
  • Provision/custodian of office supplies and stationary
  • Be focal person for all payments and issues related to mobile bills for all staff and liaise with mobile, landline telephones, electricity, water supply companies etc & Develop a regularly update tracking sheet for utilities.
  • Ensure timely payment of all utilities
  • Be a focal point for all arrangements related to expatriate staff housing such as real estate agents, lease agreements, maintenance etc. Develop a regularly update tracking sheet.
  • Hotel bookings for rooms and meetings for visitors and events.
  • Ensure cleanliness of the office and timely fitting and fixture
  • Ensuring Building and housing security.
Liaisons & Governmental Relations
  • Develop and Maintain strong follow up system with Government Departments and Ministries for MC applications and documents related to registrations, work permits and visas.
  • Submit and follow-up on residency applications, visas, and work permits for MC staff.
  • Liaison with the law firm related to legal matters
  • Develop and regularly update tracking sheet for residencies and visas of MC staff to make sure they are renewed on a timely base.
  • Research, prepare and follow-up on other Jordanian governmental applications and official processes, as necessary.
  • Facilitate clearance of goods through Jordan customs and shipping agencies.
  • Ensure proper registration, insurance and permits related to MC Jordan facilities, vehicles and property are valid.
  • Support and maintain communication with other MC offices in the region.
Others:
  • Maintain open and professional relations with team members, promoting a strong team spirit
  • Any other task assigned by the direct supervisor and Operation Director
  • Supervise the office assistants, helper, Security guard & cleaner for the MC offices & Guest house including time sheet & salary payment.
  • Build the capacity of staff in Admin. department
  • Work as back up for travel related tasks in absence of Logistic Officer
  • Provide logistical support for booking hotels for visitors, conferences, trainings etc.
  • Any other task assigned by supervisor

REPORTS DIRECTLY TO:  Administration Coordinator 
WORKS DIRECTLY WITH: Operations, Programs, Finance, HR etc

KNOWLEDGE AND EXPERIENCE: 
Bachelor Degree
5+ years of relevant experience
Strong English and Arabic language written and verbal communication skills
Ability to work as a part of the team and independently
Ability to work under pressure
Excellent organizational skills with attention to detail and accuracy
Strong computer skills including expertise in MS Word, Excel and Outlook
Ability to interact effectively with personnel from various cultural backgrounds
