Médecins Sans Frontières Spain – OCBA (Operational Centre Barcelona and Athens) is looking for a
HUMAN RESOURCES TECHNICIAN OF THE MIDDLE EAST CELL (CELL 1)
-REHUCO 1-
(Position based in Amman)

GENERAL CONTEXT
Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.
The MSF movement is built around five operational directorates supported by MSF’s 24 sections, 24 associations and other offices together worldwide. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona, Athens and decentralised in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations.
  • The OCBA Operational Cell 1 (Middle East) current portfolio includes the missions in Turkey, Syria, Jordan, Iraq, Yemen and Palestine
  •  The Amman Unit is a decentralised structure that is being created within OCBA, whose role and purpose is to support operations in the Middle East. The Amman Unit will include the Middle East Cell and other positions that will provide technical and operational support, training, representation and advocacy support to the field missions.
CONTEXT AND GENERAL OBJECTIVE OF THE POST
MSF OCBA operations in the Middle East present a series of unique challenges. Our organisation is facing massive humanitarian needs both in countries in war (Syria, Iraq and Yemen) and in countries of reception of refugees. In the last years we have increased our operations in the region, while we face difficulties of access due to insecurity and we need to adapt to different medical standards and morbidity profiles that push us to innovate in our operational modalities.
From an Human Resources perspective, MSF in general and OCBA in particular is also facing new challenges. First, we need to nurture and develop our HR pool with professionals that are able to operate in contexts of high insecurity,  very politicized, and dealing with counterparts and actors that are highly skilled both technically and politically. New sources of hiring, training and career development are being explored and will need to be developed. In addition the operational models of shared management and of support to non-MSF facilities need to be asociated to ad-hoc HR policies. Finally, the highly political profile of the conflicts in the Middle East maked MSF missions in the region prone to conflictivity between national staff and the organisation that need to be wisely managed.
The Operational Cell-based HR Advisor (ReHuCO is the Spanish acronym) is an Operations department partner who contributes to achieve the operational challenges in cell 1 portfolio from the HR function analysing and proposing actions to guarantee that the field teams have the right people in the right structures performing well towards clear objectives and under the frame of MSF policies and principles.
The ReHuCO is the reference person for the Human Resources function in the Operational Cell and is the functional referent of the HRCo in the field to whom s/he provides support and challenges to find field adapted solutions combining a good balance between inmediate and long term needs.
  • S/he will disseminate and pursue the implementation of the policies and standards defined by the HR Department in the field promoting the use of HR kit and other specific tools and guidelines
  • Monitors the global performance of MSF teams and promotes actions like revision of set-up or individual plans with the HRCo when needed.
  • Ensures the alignment of the HR Dept. policies and standards with those of other departments represented in Cell, and that result is appropriate with the context of the mission.
  • Ensures the quality of the programmes as well as the respect for legal obligations and MSF humanitarian principles in the missions managed by the cell, through technical supervision, follow-up and advice.
  • From the constant analysis of results achieved in the field, the REHUCO feeds the HR department with information that can lead to transversal initiatives or evolution of the current ones.

The REHUCO is part of the Operational Cell (OC). The Operational Cell is a matrix-like “team set-up” integrating members of the different services or departments of MSF OCBA as the basis for direct support and guidance to the missions within the Cell’s portfolio. Each OC is made up of a person in charge of the Cell (ReCO), one Deputy ReCO, one Health Advisor (TeSaCO), one Logistics Advisor (TeLoCO), one Finances Advisor (FinOCO) and one Human Resources Advisor (ReHuCO), and one Communication Advisor (hierarchically dependant form comms department but integrated in the Cell)
S/he is hierarchically accountable to the Head of the OC (ReCO), while functionally linked to the Head of the Human Resources Management Service of the HR Department.
The ReHuCO is functional supervisor of the HRCos in the field.
RESPONSIBILITIES AND MAIN TASKS
  • Provide strategic and technical support to field teams in all phases of the project cycle for regular, exploratory and emergency missions.
  • Check the coherence of the field HR strategy of the projects within portfolio, ensuring it aligned with both Operations and HR Dept’s objectives, providing HR advice when drafting the annual planning of the projects.
  • Supervise and give support in the implementation of HR policies and plans, ensuring that the Organisation’s HR principles, guidelines, and policies are implemented.
  • Ensure compliance of the labour obligation with the local labour legislation, making sure MSF is a Responsible Employer.
  • Ensure appropriate monitoring and management of HR in the field.
  • Transmit missions’ HR requirements to the HR Department, making sure they are pertinent, and coherent with local capacity in the field, to ensure appropriate procurement of resources, by Recruitment and Pool Management Unit, to missions.
  • Follow up key CMT field staff (departure and return, integration to the missions and projects, identification of potentials, follow-up and evaluation, development, potential expatriation of national staff, etc.) together with the HRCO.
  • Follow up Behaviours Issues and support conflict resolution.
  • Participate as a member in the critical incident team when required and if needed
  • Follow up the HR management in the projects through field visits and technical reports; and react in case of discrepencies.
  • Monitor, guide and support the HRCo in the implementation of HR work plans at mission level.
  • Give support to the HR teams in the field when drafting the technical parts of reports for donors.
  • Participate in Human Resources processes and training, collaborating with the rest of the Cell and HR (defining JPs, field positions assignment, HRCOs development, Bf/Dbf, courses/information sessions, etc.).
  • Contribute to his/her Operational Cell participating actively in decision making processes within his/her Operational Cell.
  • Manage the communication channels with the teams in the field and /or the HR Department, for issues that affect assigned portfolio.
  • Contribute to the growth and development of the HRCo pool in OCBA guaranteeing that each assignment is a personal opportunity for an HRCo to grow thanks to the ReHuCO guidance.
In particular, in the Middle East Cell
  • Support the Amman Unit and the recruitment department in the process of identifying valuable candidates who are based in the region.
  • Support thr HR department in the development of specific initiatives of professional development for international and national key staff from the region
  • Supports the HRCos and HoMs in the monitoring of potential HR conflicts in the missions and recommends specific prevention measures. Supports the HRCOs and HoMs in the management and resolution of HR conflicts in the missions
SELECTION CRITERIA
Education and experience
  • A person with a clear operational focus.
  • Minimum two years of field experience with MSF or other NGOs within the humanitarian field in coordination positions, ideally as HR Coordinator and/or Field Coordinator.
  • Degree in Business Administration, Human Resources or similar will be an asset.
  • Postgraduate courses in HR management will be an asset.
  • Consolidated experience in HR management.is requested
  • Coaching skills.
  • Expertise in the use of basic HR management tools (job profiles, evaluations…).
  • Knowledge of the humanitarian context and projects; specially in the Middle East will be a strong asset.
  • Experience in conflict management will be a strong asset
  • Experience in creation of HR development plans will be an asset
  • Fluent English. Arabic is highly desirable:
  • IT knowledge as advanced user. Knowledge of ERP (SAP) is an asset.

CONDITIONS
  • Based in Amman, at the Médecins Sans Frontières-Spain regional office with travel to the projects 25-30% of the time.
  • Annual gross salary: Based on MSF OCBA reward policy (competitive salary divided in 12 payments) + secondary benefits (considering cost of life in Amman)
  • Contract duration: 1 year (maternity leave replacement)
