Job description: Monitoring and Evaluation Officer
Job title:               Monitoring and Evaluation (M&E) Officer
Location:              Amman, Jordan

General Responsibilities and Principles
Under the direct supervision of the Q&A Coordinator the M&E Officer is responsible for the implementation of the monitoring and evaluation system of Terre des hommes in Jordan. The M&E officer is in charge of coordinating monitoring and evaluation processes and activities, developing M&E tools for application in the field across Tdh projects and programmes and for compiling project and programmes periodical reports, including the annual reports. He/she is responsible for filling MOPIC applications and JORIS reporting. When required by the direct supervisor or the Country Representative, the M&E officer acts as officer in charge for liaising with donors and other government stakeholders.
The M&E Officer is responsible for the field administration of the M&E database and information system and for their operationalization. The M&E Officer contributes to project and programme design processes of the organization in collaboration with the programme team.
The incumbent commits to observe discretion on any information related to the organization functioning.
The incumbent will conduct his or her duties in respect of the Charter of Terre des hommes (Tdh) and Tdh Child Safeguarding Policy.
The incumbent commits to respect the organization practice if ensuring high level of children participation and will always work in the best interest of the child.
Tdh intervenes without any affiliation for politics, religion or financial profit. The incumbent will direct his or her activities and engagements without preoccupation of political, racial or religious affiliation.
Tdh expects that its staff and contractors’ professional conduct reflect proper behaviour in accordance with local culture and traditions. The incumbent assures the moral protection of the name of Tdh and defends in all circumstances the interests of the movement.
Specific Responsibilities
Project Design and Development 
  • Coordinates the fundraising processes and calendar in collaboration with the Country Representative;
  • In partnership with the management team, contribute to the development of project proposals;
  • Lead and conduct the MOPIC registration process for the new projects in collaboration with the management team;  
  • Collaborate with the management team for the development of operational plans, ensuring alignment with strategic priorities and various project activities
Monitoring & Evaluation  
  • Ensure Project Monitoring Plans (PMP) are developed on time and with quality for every project at the moment of signing the grant and/or project contract, based on the project log frame and narrative in collaboration with the project managers;
  • Implement the monitoring activities as described in the PMP in accordance with Tdh Manual on Project Cycle Management and the consolidated Annual Work plan and projects’ expected results;
  • Develop tools for the proper monitoring of activities and adapt those tools to the specific project while maintaining a high level of quality and rigour in monitoring progress of the project;
  • Provide clear written guidance, as well as coaching to project teams in the field on the M&E processes and tools to ensure effective project and programme monitoring;
  • Oversee, monitor and cross-check the M&E data collected, based on an accurate controlling of the Means of Verification (MoV);
  • Update and archive the documentation of the M&E system, including all updated reporting forms, ID files, relevant press articles etc and provide guidelines for the teams in the field to do so;
  • Directly monitor activities implemented in the field and prepare monitoring reports;
  • Periodically review project logframes and PMPs, to reflect the changing contexts and needs in agreement with the CR and the donor;
Information Management System 
  • Maintain and periodically feed with information the M&E databases for the projects by ensuring data integrity and coherence;
  • Coordinates data entry and updates to tables, databases and software (with any IM operators and project/programme team members involved in entering data);
  • Serve as the contact point and manage and oversee the technical issues related to the CPIMS+ database;
  • Periodically compile and analyze project data entered in the different databases and produce easy to read reports for management as well as programmatic purposes;
  • Support the delegation knowledge management by ensuring a proper filing and archiving of the documents at field/project level;
  • Ensure a weekly databases’ back-up on Tdh hard disks or as per the request of the Quality and Accountability Coordinator or Country Representative.
  • Keep databases back-up in a confidential place;
Assessment  & Evaluation
  • Help in drafting TORs for the assessment and evaluation processes;
  • Serve as a focal point for the external consultants and experts on all evaluation processes as part of the M&E team;
  • Set up the evaluation processes, methodology and tools in case of internal evaluations;
  • Support the organization and collection of data from field team for baseline survey, pre/post-tests, mid-term review and evaluations;
  • Analyze the collected data through diagrams, graphs, etc.
  • Draft of reports for the evaluation of the projects in Jordan
Reporting
  • Develop a reporting calendar and regularly update and share it with all the project teams;
  • Ensure the preparation and timely submission of all monitoring and progress reports as per donors requirements and prepare consolidated reports required by management. This includes monthly, quarterly, bi-annual and annual reports.
  • Assist the CR in the preparation of the monthly Situational Report;
  • Prepares and submit the JORIS report;
  • Provide information on special data and analysis when it is required by the direct supervisor or the CR; 
Learning and Training
  • Helps build the skills of the teams and partners he/she supports in the M&E field.
  • Helps capitalise on knowledge in M&E related issues.
  • Consolidate a culture of lesson learning and facilitate lesson learning exercises with the entire team on a quarterly basis;
  • Chair or support when required the facilitation of thematic group work internally to Tdh or with the participation of external stakeholders;

Make sure to respect strict confidentiality of information about activities, Tdh strategy, budget, staff, beneficiaries, etc. 
Security and Child Safety
Understands and applies security policies, the Child Safeguarding Policy and fraud prevention policies of Terre des hommes; 
Other
Undertakes all other duties that may be determined by the direct supervisor and/or Country Representative and that are compatible with the job.

  2. Expertise in developing, planning and implementing M&E systems, procedures and tools
  3. Knowledge of and experience with quantitative and qualitative methods in the humanitarian aid/development sector.  
  4. Extensive experience in data collection and analysis Knowledge of information management software and tools (statistics, investigation management and mapping)
  5. Experience in preparing, planning and monitoring consultancies in the M&E field
  6. Awareness and knowledge of ethical issues related to M&E: do no harm and sensitivity to gender and diversity
  7. Knowledge of and professional experience in the children’s rights field (protection and health) in the humanitarian aid/development context
