Supply Chain Assistant


Background/IRC Summary:  The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster.
Job Overview/Summary: The Supply chain Assistant is responsible of supporting the supply chain team and ensuring that all procurements are done on a timely basis without compromising known IRC standards. The Supply Chain Assistant will work closely with all sectors to ensure that planned activities are implemented accordingly.
Major Responsibilities:
  • Ensure that procurement is carried out in accordance with IRC and donor-specific policies and procedures.
  • Procure all necessary items for programs, offices and residences.
  • Ensure that all materials purchased are of appropriate quality and price and are timely delivered.
  • Generate all required procurement documentation and maintain records and files in an impeccable manner.
  • Ensure effective coordination between Program, SC, finance, and vendors for procurements related to programs and financial matters.               
  • Assist program staff with raising purchase requests (PRs) and provide price estimations of goods requested when possible.
  • Assist in regular market surveys.
  • Coordinate transportation of procured items to other IRC locations.
  • Be an integral part of the procurement team and support all members under the supervision of direct manager.
  • Update relevant staff about the status of his/her request and delivery and maintain regular contact with supervisor on matters of procurement.
  • Consistently update the BVA System and the Purchase Request Tracking Sheet (PRTS).
  • In charge of the office Petty Cash and the procurements under petty cash threshold.    
  • Provide active support to SC team members.
  • Perform other duties as required by the supervisor.
     
Key Working Relationships:
Position Reports to: Senior Supply Chain Officer.
Position directly supervises: -

Indirect Reporting: Supply Chain Assistant indirectly reports to the Senior Supply Chain Manager
Other Internal and/or external contacts: The Supply Chain Assistant works with the other Supply Chain colleagues to ensure smooth operations. Moreover, he/she also coordinates with the program teams regarding program requirements and also works with our suppliers to facilitate procurement transactions.

Internal: SC team, program teams and Finance. 
External: Suppliers and other stakeholders as deemed needed by Senior Supply Chain Officer.

Job Requirements:
Education: University degree in Business Administration, Logistics, Supply Chain, Procurement or any other related field. 
Work Experience: Minimum 1 year professional experience in procurement preferably with an INGO.     Working experience on USAID, UN donors, BPRM and other donor funded projects will be an added advantage.
Demonstrated Skills and Competencies: strong analytical skills, experience with Microsoft Office and Excel specifically. Ability to work under pressure, multitasking, excellent team player and ability to work in a multinational environment.
Language Skills: Very good command in Arabic and English, both writing and speaking.  
Certificates or Licenses: professional supply chain certification is preferable but not required.
 

Working Environment:  Standard Office working environment with all amenities available including ACs, internet connection, electricity and office space.
