Financial and Administrative Assistant



Project Background:
Human Resources for Health (HRH2030) is a USAID global flagship project that brings innovative approaches for advancing the field of HRH. The project has four objectives: (1) to increase performance and productivity of the workforce; (2) to increase the number, skill, mix, and competency of the health workforce; (3) to strengthen HRH/HSS leadership and governance capacity; and (4) to increase sustainability of investment in health workforce. University Research Co., LLC (URC) is a sub-awardee to the prime recipient, Chemonics International Inc.
Objective:
The purpose of this consultancy is to contribute financial and administrative assistance for URC’s presence under the HRH2030 program in the Jordan field office. URC has two seconded staff on the project and requires assistance with processing payroll and tax obligations for those two staff, as well as undertaking routine financial and administrative functions on behalf of URC. S/he will work with the URC and Chemonics staff based in Jordan, in communication and coordination with URC staff at headquarters outside of Washington, DC.
Specific Activities:
  1. Processing monthly payroll for two seconded staff, including preparing detailed payroll spreadsheet of salary and tax payments and ensuring all payroll obligations are met in accordance with local labor laws.
  2. Facilitating income tax and social security payments for all URC staff in accordance with local labor laws.
  3. Liaise with Jordanian government entities, as needed, to ensure smooth functioning of URC presence.
  4. Maintain registration for URC with Jordanian Ministry of Planning, including assisting URC with meeting its reporting requirements.
  5. Re-establishing and maintaining a bank account for URC in Jordan.
  6. Maintain URC obligations with all applicable local employment tax, social security, and insurance authorities, in accordance with local labor law.
  7. Undertake competitive procurement of local services, as requested.
  8. Maintain relationship with health insurance company, adding new staff as needed.
  9. Facilitate orientation and onboarding of URC staff in the Jordan office, including setting up initial payroll systems and initiating health insurance coverage.  
  10. Maintaining clear records of all transactions and submitting to URC headquarters.
  11. Additional administrative tasks as requested.
Deliverables:
  1. Scanned/digital copies of all documents related to URC work, including those related to company registration, financial reporting, bank account transactions, tax, Social Security, and insurance documentation.
  2. Detailed description of tasks accomplished submitted with monthly invoice.
  3. Maintain a tracker of ongoing tasks and submit to URC headquarters on a monthly basis.
Minimum Qualifications:
  • Bachelor’s degree in business administration, Accounting/Finance.
  • Experience working in USAID-funded project is preferred. 
  • Experience in Jordan required.
  • Arabic and English language fluency required.
