INFORMATION ON THE MISSION CONTEXT / WORKING ENVIRONMENT
The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 4 million Syrians have sought refuge in neighboring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Five years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of health and psychosocial support care and psychosocial support. In hard-to-reach areas and/or areas of new displacement, local populations and IDPs are in need of emergency assistance in terms of food, household essential items, and other basic needs. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.
HI is managing a large humanitarian program from four different hubs (South, Centre, North and North-East), along four main pillars:
1. Support to health partners (hospitals, care houses, psychosocial support centers, local NGOs) for the provision of comprehensive psychosocial support services ( psychosocial support, psychosocial support and/or prosthetics and orthotics) through training, technical supervisions and donations of assistive devices and/or equipment;
2. Emergency response to the basic needs of vulnerable people affected by sudden crisis, through one-shot distributions of food baskets, household essential items and hygiene kits, and through the management of an adapted humanitarian coordination mechanism for emergency responses.
3. Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and urgent marking of hazardous areas;
4. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response (with a special focus on inclusive health and inclusive livelihoods).
The actual intervention is based on a mix of remote management of national teams, remote partnerships with local structures and organizations, and direct implementation programs.
OBJECTIVES OF THE POSITION
  • Provide oversight across all office functions (support services and programs) to ensure compliance with internal HI policies and procedures, local laws and donor regulations
  • Support in the investigation of allegations of suspected fraud and misconduct and provide evidence based reports
  • Evaluate the adequacy of internal controls, policies and procedures and provide recommendations for improvements
  • Contribute to preparation for audits and follow-up support on the timely implementation of audit findings and action plans
  • Monitor compliance in the implementation of policies, procedures, guidelines and best practices through regular spot-checks, reviews and field visits
  • Provide regular support to hubs to review partner documentation; provide feedback on issues of non-compliance, best practices and lessons learned
  • Instill a strong culture of compliance by providing on-going training, capacity building and advice to staff and partners as needed
  • Support records management and archiving processes  to assist with the proper filing of documentation
  • Other tasks as assigned by your line manager

EDUCATION AND EXPERIENCE 
  • Bachelor’s degree in audit, finance or other relevant subject area
  • Minimum 2-4 years experience working in audit/compliance related function. Experience in the NGO/humanitarian sector would be an asset
  • Experience in remote management setting with partners would be an asset
  • Previous experience in training/capacity building
  • Knowledge of institutional donors would be an asset

  • Fluency in English and Arabic required
  • Ability to travel in the Middle East Region
  • Detail oriented, rigorous and precise
  • Strong communication, interpersonal and intercultural skills
  • Proactive, diplomatic and ability to manage multiple priorities
  • Ability to work independently
  • Strong analytical and report writing skills
