Research Officer


JOB TITLE & Position Research Officer, Cash Transfers 
Project LOCATION Amman
REPORTING TO Health Advisor  
DURATION 18 months from the date of hire, to correlate with the implementation of specific aspects of the study  
OVERALL PURPOSE The Johns Hopkins School of Public Health (JHSPH), in partnership with the United Nations High Commissioner for Refugees (UNHCR), and Medair has planned a 2-year research project to evaluate the effectiveness of conditional cash transfers (CCTs) provided by Medair to individuals with non-communicable diseases (NCDs) from vulnerable Syrian refugee households in Jordan in increasing health-seeking behavior and improving control of type II diabetes.  This study will provide vital evidence of the effects of CCTs on health-seeking behavior and service utilization to inform cash transfer program design for the health sector in both current and future humanitarian responses. A second study as part of this project will evaluate the impact of UNHCR’s multi-purpose cash (MPC) transfers on health and well-being of recipient households.   
PROJECT OVERVIEW Research project to evaluate the effectiveness of CCTs provided by Medair to individuals with NCDs from vulnerable Syrian refugee households in Jordan in increasing health-seeking behavior and improving control of type II diabetes and to evaluate the effectiveness of MPC provided by UNHCR to vulnerable Syrian refugees in Jordan in improving the health of refugees  
MAIN ACTIVITIES
Coordination: 30%
  • Organize and participate in planning meetings and ensure the implementation of agreed upon activities
  • Act as a liaison between Medair and relevant stakeholders for the research project
  • Coordinate data collection activities and ensure that all required tasks are fulfilled appropriately by enumerators
  • Keep contact with community health volunteers and other relevant staff regularly throughout the duration of the research project
  • Coordinate other activities conducted by Medair for the research project including, but not limited to, purchase and distribution of materials, preparation of data collection forms, participant enrolment activities, arranging trainings, and meetings
  Monitoring: 30%
  • Visit study sites on a regular basis to ensure proper implementation of project related activities
  • Monitor research project’s process, specifically with the aim of increasing effectiveness and recommending appropriate actions in coordination with the Medair Health Advisor
  • Alongside the Health Advisor, ensure data gathering and analysis is done according study protocols
  • Assist Medair Health Advisor in the management of the daily activities related to the research project
  Reporting:30%
  • Ensure that deadlines for project activities are being met within the planned budget and resource limits
  • Draft reports on the progress of various project activities on a regular basis
  • Report any difficulties and challenges to the Medair Health Advisor
  Communication 10%
  • Ensure frequent and regular communication with project staff for technical support
  • Contribute to regular daily and weekly communication with Medair team and other relevant stakeholders
  • Complete regular progress reports in English, according to templates provided
  • Translate Arabic and English resources and results
  PERSON SPECIFICATION:  
QUALIFICATION / EXPERIENCE: 
Vocational qualification 
ESSENTIAL Undergraduate degree in a health-related area (preferably, epidemiology, healthcare management, medical sciences, or medical informatics) DESIRABLE Qualification in Public Health  
Work experience 
ESSENTIAL Minimum of two years of relevant work experience, or related postgraduate degree including experience in research Demonstrated understanding of the humanitarian system through work experience and/or studies DESIRABLE Experience in the public health sector in Jordan, specifically public health research for publication in peer-reviewed journals Knowledge of project development, implementation, monitoring, and evaluation  
Languages 
ESSENTIAL Excellent English (oral & written) Native Arabic speaker and excellent in written

ESSENTIALCompetent with Microsoft Office programs, in particular Word, Excel, Outlook, PowerPoint 
DESIRABLE Basic knowledge of Stata statistical software package Experience with mobile data collection tools (e.g. ODK)
