Background 
The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 million people are internally displaced and 12.2 million are in need of humanitarian assistance, with 4.8 million in hard-to-reach areas. There are 3.8 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.
IRC is offering a robust humanitarian response to the Syria crisis with an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 1,250 staff in the region. IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women’s protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.
Job Overview/Summary:
The Human Resources Officer is responsible for providing human resources administrative support and guidance for the IRC Operations in Southern Syria.
Major Responsibilities:
  • Provide guidance to national staff in Southern Syria regarding the implementation of IRC’s Global HR Operating Policies and Procedures and ensure all HR activities are carried-out in adherence to these standards.
  • Managing and preparing Syria national staff contracts, extensions, and change of statuses in adherence to personnel policies, and ensure compliance with Syria Staff Handbook.
  • Plan, coordinate with concerned parties and conduct HR orientation for new hires.
  • Maintain up to date master sheet that includes all national staff details and information
  • Maintain up-to-date leave tracking, and timesheets tracking records for national staff.
  • Prepare and submit accurate data of monthly national staff payroll.
  • Follow up all performance management evaluations ensuring that this is done in a timely and professional manner. Furthermore, correlate salary merit increments for payroll.
  • Ensure national staff personal files are completed up to IRC standard, and kept in confidential/secured place.
  • Serve as an ambassador and champion for the IRC Way: Standards for Professional Code of Conduct;
  • Provide required support in conducting performance management training to national staff.
  • Provide required support in staff development plan implementation.
  • Conduct initial interviews with the shortlisted candidates.
  • Maintain up to date vacancies list and recruitment tracking records.
  • Focal point for employee’ life insurance and staff benefits in for the staff inside Syria.
  • Maintain the confidentiality of all sensitive HR information at all times.

Job Requirements:
Education:      University Degree in management, human resources, administration or related fields.
Work Experience:    1 to 3 years experience as HR generalist, including recruitment, performance management, compensation, training and development and HR administration/ INGO experience is preferred.

Language Skills:   Fluency in English and Arabic is required;
