POSITION DESCRIPTION
Job Title: M&E Officer
Department: Programs
Reports To: Field Program Manager
Location: Irbid, Mafraq, Tafileh field offices
Program Summary
The goal of USAID CEP is to leave behind stronger, more cohesive and resilient partner
communities in Irbid, Mafraq, Tafileh, and Ma’an. This goal will be achieved by working through,
and building the capacity of, Community Enhancement Teams (CETs), municipalities/local
governments, and Community Based Organizations (CBOs) as key stakeholders to:

  • Engage in a continuous, conflict-sensitive participatory process of identification and prioritization of stressors;
  •  Develop immediate and long-term solutions by accessing available resources through collaboration and partnerships with relevant stakeholders (including, when appropriate, informal leaders); and,
  • Utilize effective and transparent communication mechanisms in support of increased community cohesion.
USAID CEP uses a transparent mobilization process as the entry point into partner
communities, conducting household perception surveys and facilitating community-wide
meetings to identify key stressors facing communities and form a Community Enhancement
Team (CET). Throughout the life of the program, the CET serves not only as a key stakeholder,
but also as USAID CEP’s primary counterpart. To affect the necessary behavior change to
achieve the intended goal of leaving behind stronger, more resilient communities, USAID CEP
implements three sets of integrated activities:

  •  Community Engagement: Working closely with the CETs, USAID CEP facilitates the design and implementation of solutions for prioritized community-identified stressors.
  •  Networking: Networking activities are designed to strengthen the key stakeholders’ ability to form partnerships, mobilize additional resources, share experiences, and strengthen intra-community cohesion.
  •  Conflict Management and Mitigation (CMM): To ensure that key stakeholders are equipped to operate in a fluid, complex environment and can effectively respond to emerging challenges, USAID CEP incorporates basic CMM training and offers a response mechanism to shock and emerging stressors.

ESSENTIAL DUTIES AND RESPONSIBILITIES


The M&E Officer will work within the Program department and is accountable for Monitoring and
Evaluating the Activities of the USAID CEP in the three Governorates (Irbid, Mafraq, Tafileh). In
particular, s/he will be responsible for:

  1.  Collecting necessary information, and conducting field visits to ensure proper monitoring of program activities.
  2.  Supporting in implementing Focus groups, baseline surveys, and other M&E Tools as needed.
  3.  Supporting local NGOs and partners to ensure best practices of M&E are being followed.
  4.  Working closely with the M&E Unit in Amman in all implementations.
  5.  Work with Program Coordinators and Program Managers to enforce Quality Assurance protocols to ensure M&E data is accurate and up to date.
  6.  Update Program Tracker with M&E follow on visits.
  7.  Conduct research and provide updates on the general political, social and economic context in the three governorates (Irbid, Mafraq, Tafileh) as related to USAID CEP focus areas.
  8.  Review data entered into program tracker for data quality.
  9.  Manage the prevision of updates on the general political, social and economic context in the governorate as related to USAID CEP focus areas.
  10.  Any other tasks assigned by supervisor or the Program Manager.
     
QUALIFICATIONS

  •  High degree of computer literacy; Excel and Word are essential. SPSS or relevant data analysis software preferred.
  •  Ability to prepare clear and concise reports.
  •  Excellent communication, writing and organizational skills.
  •  Strong interpersonal and intercultural skills.
  •  Ability to work in a multicultural context as a flexible and respectful team player.

EDUCATION and/or EXPERIENCE

  • University degree in Social Science, Engineering, Statistics, Economics or any related field,with significant course components in either community development, social work, communications, or post-secondary education and training with significant prior experience.
  •  2-4 years’ experience in a similar setting such as community development and/or
  • mobilization preferably with an international organization.

LANGUAGE SKILLS


Fluency in written and oral Arabic and English required. Must be able to read and interpret
documents, and communicate with others as necessary to perform job duties effectively.

MATHEMATICAL SKILLS
Basic skills and able to perform job specific mathematics.

WORKING CONDITIONS

  •  Able to sit at a computer and operate a keyboard, for extended periods of time.
  •  Given the nature of the work, staff are expected to be flexible and may be asked to carry out duties which are not specifically listed above. The job description may be revised after discussion between the staff member and the organization.
