Monitoring & Evaluation Officer - ARC

PROGRAM/DEPARTMENT SUMMARY:
Mercy Corps is an international relief and development organization working in over 40 countries worldwide helping people build secure, productive and just communities. In Jordan, Mercy Corps has been actively working since 2002 to implement a variety of programs funded by US and European governments and private donors. The current portfolio includes programs focusing on improved water demand management, conflict mitigation and social cohesion programming, child, youth and inclusive education programming, and humanitarian relief programming, which includes emergency cash and protection programming.
With funding from the Dutch government, Mercy Corps will implement a three-year project which aims to improve access to justice, as well as increase incomes and employment opportunities for vulnerable Jordanians and Syrians in host-communities of Mafraq and Irbid governorates. The project will provide referral and protection services, facilitate access to vocational training and apprenticeships, and strengthen micro, small, and medium-sized businesses in several sectors. Efforts will be made to promote youth and women throughout all activities. Mercy Corps uses a market-based approach to economic development, facilitating activities rather than direct implementation. The project is a great opportunity to learn best practices and the latest approaches of monitoring, evaluation and learning in economic development programming.
GENERAL POSITION SUMMARY:
The Monitoring and Evaluation Officer is responsible of specific activities that help quantify, analyze, and document the impacts and outputs of a Dutch Government-funded economic development program: including data collection, data management and data analysis. This program targets vulnerable Jordanians and Syrian refugees in Irbid and Mafraq governorates. Specifically, this program will alleviate the problems of limited access to legal information and assistance, limited access to technical training, and the lack of job opportunities for vulnerable Jordanians and Syrian refugees by increasing access to legal support, strengthening employability skills, supporting market actors (micro, small, and medium-sized businesses) to expand and grow, and addressing the gender dynamics that underlie legal and market systems. The Monitoring and Evaluation Officer will be responsible for handling all documentation. The Monitoring and Evaluation Officer will be responsible for assisting in the design of the M&E plan, M&E forms, makes sure data collection is performed in a timely manner, participate in data entry, analyze the data and generate reports.
Essential Duties and Responsibilities:
1.      Perform M&E processes: take a role in the design and development of the M&E plans. Review forms and questionnaires. Oversee and control data collection from the field in a timely manner.
2.      Coordinate with the program teams to ensure that monitoring activities are being performed according to schedule and that data collection is adequately completed.
3.      Coordinate with other consortium M&E staff on all Monitoring and Evaluation aspects.
4.      Contribute to the project’s learning agenda;
5.      Very good knowledge with online data collection platforms (Commcare, Ona, ODK, etc.).
6.      Travel to all areas of work and carry out survey and conduct both individual as well as focus-group interviews in target areas of work.
7.      Develop the data collection tools for the team
8.      Analyze both quantitative and qualitative data and provide summary reports as requested.
9.      Manage identification and composition of success stories and case studies documentation, where applicable.
  1. Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
11.  Oversee and lead Mercy Corps data and program management system: “Tola”. This includes conducting the monthly indicators’ updates.
12.  Perform different types of data collection (focus groups discussions, key informant interviews, surveys, questionnaires) as needed.

SUPERVISORY RESPONSIBILITY: None  
REPORTS DIRECTLY TO: Senior Project Manager
WORKS DIRECTLY WITH: MEAL Advisor, Project Coordinator, Employability Coordinator, SME Expansion Coordinator.
KNOWLEDGE AND EXPERIENCE:
  • University degree;
  • 1 - 2 years relevant work experience;
  • Excellent English oral and written communication skills;
  • Familiarity with data collection and monitoring and evaluation tools is desirable;
  • Previous experience in employability, access to jobs, market systems development, and/or micro, small, medium-sized business development is preferred.
  • Proficiency in written and spoken English and Arabic is desirable;
  • Proficiency in Microsoft Office applications including Excel and Word;
