Senior GIS Officer

Job Overview/Summary:
The Senior GIS Officer will support IRC’s Syria country program based in Amman. He/she will provide data analysis, information management, mapping, and visualization in order to plan and inform humanitarian analysis, programming, policy and advocacy decisions, as well as to inform the IRC’s communications efforts.
The Senior GIS Officer will be only for 3 months and actively participate in ongoing spatial data management activities, GIS projects, and future IRC mapping efforts. He/she will effectively manage and report on projects with a focus on data management, GIS data representation, data mapping, development of standardized GIS deliverables, training and coordination with staff and implementing partners.
Major Responsibilities:
  • Design, develop, customize, and maintain spatial analyses and information products from the GIS and related software and subsystems.
  • Provide cartographic design and high quality map production.
  • Collaborate with program and humanitarian access teams to develop databases that can integrate into GIS software.
  • Design and present new spatial data that is relevant to programs, operations, and humanitarian access on a recurring basis (weekly, monthly, quarterly) for decision making, communication, and reporting.
  • Design and present new spatial data that is relevant to programs, operations, and humanitarian access on an ad-hoc basis based on requests from colleagues across various teams.
  • Manage the library of maps and develop a well-functioning knowledge management system.
  • Diagnose and troubleshoot problems experienced with the use of GIS and related software.
  • Providing quality control with regard to data capture (data conversion), and the evaluation of data acquired from country programs and outside of the organisation.
  • Serve as the GIS point of contact for country GIS and related matters.
  • Work with colleagues in country programs to generate real-time geographic layers specific to programming. Update the published layers (services) in GIS server regularly and share the geo-data with the suitable IRC groups within ArcGIS online.
  • Work with the Regional GIS Manager to produce GIS material that is in line with IRC best practices
  • Provide training to colleagues on the use of GIS products.
Administration:
  • Provide in house technical expertise with GIS technologies, including ArcGIS (desktop, server, and online).
  • Perform maintenance on GIS Server, escalate issues to vendor.
  • Work with Regional GIS Manager to manage licenses, and on own to manage users, regionally for GIS and Analytic software.
Key Working Relationships:
  • Position Reports to: MEAL Coordinator
  • Position Indirectly Reports to: Regional GIS Manager
  • Position directly supervises: No direct reports.
  • Other Internal and/or external contacts:
  • Internal: Country Humanitarian Access teams; All Program Teams; DDP, CD.

  • External: Other Syrian response NGOs, international agencies and mapping non-profits, and professional associations related to Information Management, Data Analysis, and GIS.
Skills
Job Requirements:
  • 3 – 5 years’ experience with data analysis, mapping applications and information management.
  • Experience in managing spatial data and information. Knowledge and experience of programming with databases and maps, use of programming languages would be an asset. Experience of designing and maintaining relational databases.
  • Experience in GIS development, knowledge of the ESRI ArcGIS or equivalent software suite.
  • Strong data management skills and the ability to present deliverables to a variety of audiences.
  • Excellent communication and coordination skills. Fluency in English and Arabic (written and spoken) is required.
  • Ability to multi-task, and to flexibility change tasks quickly to respond to urgent needs.
  • Ability to work independently, be a self-starter, and prioritize tasks with limited guidance while being an active member of the team.
 Preferred Skills and Experience:
  • Experience with databases (SQL Server, PostGresSQL), and programming (SQL /Python).
  • Experience with graphics packages (e.g. Adobe Creative Suite)
  • Experience working on international development or humanitarian response projects, preferably with field experience.
