Program Assistant


  1. JOB SUMMARY:
 Under the overall departmental supervision of the Emergency Response Program Manager (ER-PM), the role of the Program Assistant is to support gathering data, following up on field activities and reporting to the Rapid Response Deputy Program Manager (RR-DPM). Under the guidance and direct supervision of the RR-DPM, the Program Assistant provides support to the Rapid Response Program in the designing, implementation, monitoring and evaluation of projects by managing data and facilitating program implementation. The Program Assistant promotes a client-oriented approach consistent with CARE Values, rules and regulations. S/he will support the RR-DPM in order to improve program implementation.

  1. RESPONSIBILITIES AND TASKS:
 Responsibilities

  1. Supporting Program Administration.
To provide support to project staff and partners.
Sub Tasks
  • Providing support to the RR-DPM and ER-PM in the communication with field staff
  • Supporting the filing and organization of RR program files, partner documents, and consultant paperwork
  • Supporting the documentation related to distributions, including beneficiary verification forms, beneficiary lists, post distribution monitoring, and third party monitoring, as needed
  • Supporting the regular requests for payments, making payments and receipts are confirmed from field staff
  • Supporting the organization of relevant program assessments, including translating assessment forms when necessary
  • Undertaking other duties as assigned by the Supervisor.

  1. Data collection, Analysis and Compilation 
Data collection is done using accurate and informed data collection systems; and ensuring interviews and surveys are done taking into consideration the humanitarian ‘do no harm’ principle.
Sub Task 
  • Assisting the RR-DPM and ER-PM in need assessments data, organizing data files and pictures, and improving tools for information management.
  • Collecting and systemizing information on progress of all sectors of each activity of the project being implemented by CARE, this will include checking beneficiary lists closely and ensuring all proper documentation is in place. 
  • Supporting the reviewing and checking of project information, including sub-grant documents, invoices, and financial and narrative reports. 
  • Coordinating closely with the MEAL team on all data collection, data entry and data analysis
  • Collect the necessary data for SADD information, from partners.
  • Assisting in analyzing and compiling data to measure the progress and impact of projects’ activities

  1. Information and Data management 
To ensure information and data collected and analyzed is organized, compiled, and filed according to an established system and easy to retrieve; preparing and sorting received documents; and identifying forms that need to be shared and entered; making sure all others are made aware of where information is located
Sub Tasks
  • Supporting adherence to a detailed implementation plan for M&E activities
  • Supporting preparation and sorting of received documents and identifying forms that need to be entered into a program database.
  • Supporting the accuracy of data and information and comparing it with the required data and information, to ensure program is meeting all financial and narrative reporting/supporting documentation requirements
  • Coordinating  the collection of success stories of project activities and preparing and submitting to managers
  • Receiving, reviewing, maintaining and following up on complaints and feedback tracking database, action plan trackers and output trackers
  • Maintaining project files (soft and hard copies) and records of all projects and storing safely
  
  1. QUALIFICATIONS – (must be specific, realistic and related to job responsibilities)
  
  • Education and training
 Required:
  • Bachelor Degree in social sciences, statistics or any other related field
    • Experience
 Required:
  • A minimum 1-2 years’ experience in with Local or International NGOs.
  Desired:
  • Exposure to southern Syria cross border programming a plus
  • Understanding of reporting documentation requirements a plus
  
  • Competencies
 Required:
  • Must be detail-oriented and able to work independently.
  • Proficient in Excel and Microsoft Word preferred.
  • Fluency in written and spoken English and Arabic
  • Desire to learn, willingness to ask questions, cultural sensitivity, and flexibility are desired characteristics.
 Desired:
  • Experience with M&E and data systems
  • Proficient in Microsoft Office package
  • Experience in program documentation
