Regional Risk & Compliance Specialist

DRC has been operating in the Middle East and North Africa (MENA) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Algeria, Libya/Tunisia, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman. DRC has 17 offices and approximately one thousand staff members across the MENA region. Following an internal HQ restructuring, from 1st January 2018 the region is focusing on the Middle East, hence Algeria, Tunisia and Libya will transition to a new region during the course of 2018, while Yemen will join the Middle East region.  

About the job
Nurture and promote a culture of compliance and risk management in collaboration with the Country directors, Regional and country heads of departments and other senior staff as well as managers and staff at field level. Working directly with the Deputy Regional Director, the Regional RA Specialist will review, plan and implement capacity building plans on risk management, on DRC’s accountability commitments (CHS) and on establishing functional COCRM in regional and country offices.

Duties and Responsibilities
Compliance
  • Review and ensure update compliance and accountability improvement Plans for MENA CO. Work with heads of departments to ensure monitoring the performance and the improvement of the plan
  • Support evaluate areas of compliance risk while feeding into MENA CO risk registers, and recommend corrective actions;
  • Work with regional operations department to ensure DRC policies and procedures are relevant, communicated, and implemented;
  • Build capacity of the team in MENA countries;
  • Conduct and/or plan trainings on topics such as strengthening internal controls, fraud detection, and advise on external audits while contributing to the development of training materials and resources;
Investigative capacity
  • Analysis trends from CoC reporting mechanisms and provide management with recommendations for improvements;
  • Make sure that dedicated staff organize CoC committee meetings each month;
  • Supervise the CoC reporting procedures in all MENA CO’s;
  • Ensure effective training of CoC for all new staff and maintain routine follow up for existing staff.
  • When assigned, investigate allegations of irregularities, fraud, corruption or other forms of misconduct by ensuring high levels of confidentiality and professionalism during conduction.
  • Ensure a sufficient availability of pool of investigators in MENA/MENA CO;

Accountability
  • Ensure teams in the country offices to roll out beneficiary accountability assessments and ensure support to field staff on technical aspects of accountability to beneficiaries.
  • Oversee the implementation of accountability improvement plan with report to CHS commitments and provide biannual updates;
  • Follow up on the establishment and regular and correct functioning of the operational feedback committee or other applicable mechanism for handling operational/programmatic feedback;

Risk Mapping and Management
  • Support the dissemination of the RMF in coordination with HQ to ensure rigorous assessment and understanding of the various risks posed by DRCs operations in MENA CO’s.
  • Conduct trainings on Risk management framework to ensure staff awareness and utilization.
  • Ensure Risk Matrix is updated quarterly by CO’s and consolidated.
  • Provide support to country offices for the roll out of risk management framework and development of risk matrices;

Qualifications
To be successful in this role you must have:
  • At least 7-9 years of experience preferably in managing risks and compliance issues
  • Previous experience in NGO’s sector will be highly recommended
  • Understanding of the countries in which DRC operates in the MENA region and sensitivity to the socio-cultural context;
  • Excellent communication, interpersonal and influencing skills with a well-developed ability to motivate and persuade at high levels;
  • Excellent analytical and critical thinking ability;
  • Proven ability to work effectively with others to achieve results;
  • Ability and willingness to travel within the MENA region
  • University degrees in social sciences or humanities (BA and Masters)
  • Fluency in written and spoken English.
  • Arabic will be an advantage.

We offer
DRC will offer the successful applicant a one year contract, renewable based on both funding and performance. You must be available to start work from February 2018 and be willing and able to work out of Amman and travel in the Middle East region.
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriates or Nationals; please refer to www.drc.org under Vacancies. This position will be placed at A13 for expatriates (non-accompanied) or E for Nationals.
