Administration and Logistics Officer

JOB SUMMARY:
The role of Logistics officer is responsible for providing logistics support to CARE South Syria Program including: receiving good from vendors; managing General Receipt Notes [GRN] and distribution; travel and logistical arrangements support for Goods movement, CARE Visitors- Guests, CARE staff [country program and international]; dealing with services provision at CARE rented properties; and organising and managing accommodation bookings for training events and workshop; handling travel log and ensuring effective and efficient service delivery responsibilities allocated to the Logistics Officer.

RESPONSIBILITIES AND TASKS:
  1. Contributing towards South Syria Program Support Operational Objectives
To support South Syria program support management by providing feedback to supervisor that could enhance administrative and logistical support necessary to accomplish the operational goals and objectives: Including but not limited to:
Sub Tasks:
  • As a member of the Program Support Team, providing feedback to supervisor on operational issues that could support team/management in operational objectives planning, and contributing personal expertise in physical resource management
  • Contributing to the development of work plans for program support [Admin and Logistics]
  • Providing support for the work of the Logistics function, ensuring personal contribution for the effective functioning of the following:
    • Facility management
    • Cargo Movement
    • Storage and Warehousing
 2.       Contributing to the development/reviewing of Logistics Procedures & Processes
To support the development/reviewing and implementation of procedures and processes that will ensure smooth running of the South Syria Program logistics function including but not limited to:
Sub Tasks: 
  • Being fully aware of CARE policies, procedures and processes and adhering to
  • Holding oneself accountable for adhering to procedures and processes that will ensure effective management of physical resources and a good standard of customer service delivery
  • Providing feedback on existing systems and procedures in order to enhance improvement needs
  • Producing reports concerning the management of physical resources
  • Preparing payment documentation relating to areas of responsibility, having them approved and submitted to finance for payment.
  • Using correct and up-to-date forms for collecting information and preparing weekly, monthly and yearly reports required for effective logistics functions in a timely manner and submitting for reviewing
  • Working with supervisor in ensuring field [South Syria Teams in Syria] are supported and following up with relevant people as and when required
  1. Facility management 
To provide support that ensure the physical working and living environment provided to CARE staff and visitors is safe, secured and hygienic and conducive to effective working and living: Including but not limited to
Sub Tasks:
  • Taking the initiative to liaise with staff concerning cleaning & maintenance issues; regularly touring around the office making a log of faults and items for improvement
  • Organising routine maintenance and repairs on the building and office equipment; referring expenditure to the Procurement and Logistics Manager according to CARE procedures and follow up on actions
  • Liaising with Procurement and Logistics manager and Safety and Security manager, ensuring that routine health and safety drills and procedures are carried out
  • Ensuring keys and spare keys are kept safely and accessible to authorised individuals only
  • Manage all new sim cards and internet routers requests.
  • Manage international calling and roaming services
  • Contact phones and internet vendors and coordinate for any extra services
  • Assets management and tracker
  • Order, follow-up and preparing payment requests for mobile phones and diesel
  • Follow-up on lease payments                              
  1. Stores and Warehouse Management 
Developing and implementing systems and procedures to ensure goods and assets are stored securely, kept in good condition, easily retrieved and issued appropriately; proactively ensuring that goods and assets are delivered according to specification (correct recipient, location, time, appropriate packaging/in-transit care etc); linking in to the existing transport plan wherever possible to ensure cost effectiveness.
  • Visiting vendors warehouse locations during packing and loading to ensure goods loaded for distribution meets request requirement
  • Prepare payment documentation related to areas of responsibility having them approved and submitted to finance for payment
  • Hiring casual labour for loading/offloading good and supplies as and when needed
  • Requesting for cash from finance for the payment of casual labour staff as and when necessary

  1. Cargo Movement 
To ensure cargo in storage is documented appropriately and accounted for; respective individuals are informed of cargo arrival and transportation organised for moving cargo to respective destination
  • Where necessary, coordinating with transporters/vendors for cargo movement
  • Preparing the necessary documentation and submit to supervisor for submission to Lead Cluster member for processing
  1. Transport and Travel Management 
To provide a safe and efficient transport service to CARE Staff, Partners and Visitors; to ensure that all administration and reporting associated with vehicle and travel management is carried out in an accurate and efficient manner
Sub Tasks
  • Contact travel agency for flight bookings and other related issues
  • Travels tracker
  • Make sure that TAF forms are filled and signed properly
  • Coordinating with Admin Officer transportation for international travel pick-up and drop-off

QUALIFICATIONS
  1. Education / Training 
  • A diploma in Logistics; Business Administration; Supply Chain management; or related subject area from a recognised institution
Desirable 
  • Bachelor’s degree in Logistics; Business Administration; Chain management; or related subject area from a recognised institution
  1. Managerial Know How 
Involves integrating and harmonizing requirements of diverse functions in operating, support, and administrative situations. It may be exercised through consultation as well as direct action; Management requires a combination of planning, organizing, controlling, and reviewing along with direct and indirect execution. Choose one of the following: Task; Minimal; Related; Diverse; Broad.
This position requires ‘Minimal’ managerial know-how.  
  1. Experience Required:
  •  Minimum 2 years’ professional experience in logistics related experience preferably from UN/INGOs sector
Desired
  • Development oriented NGO experience.

  • Computer skills in Microsoft Office,
  • Language skills: English and Arabic
  • Influencing and negotiating skills
  • Ability to work in a diverse cross culture team
  • Customer Services oriented
  • Can work independently with minimal close-support from supervisor.
  • Good communication skills both oral and written with the ability to read interpret and analyse documents, and communicate with others as necessary to perform job duties effectively
Desired:
  • Hands-on experience in using financial software such as PeopleSoft
