Grants & Compliance Coordinator

Background:  Global Communities (GC) is an international non-profit humanitarian and development organization that works closely with communities worldwide to bring about sustainable changes that improve the lives and livelihoods of the vulnerable. GC is providing emergency humanitarian assistance in Southern Syria to individuals displaced by the conflict. GC is seeking a full-time Grants Coordinator to support the design funding, implementation, and monitoring of its newly established humanitarian assistance programming from its base in Amman, Jordan.  This position reports to the Program Director.

Responsibilities:
·         Carry-out the Pre-Award Assessment for Financial Responsibility (PAFR) of potential sub-grant partners to establish their level of capacity and analyze any compliance risks and needed actions.
·         Draft sub-grant agreements and documents to be reviewed and approved by the FAM, including but not limited to: selection memos, negotiation memos, budget reviews, sub-grant agreements, modifications, closeouts.
·         Assist GC senior management in Business Development and investigating funding opportunities
·         Coordinate closely with technical, financial/admin, and M&E teams to ensure, for example, the preparation and execution of sub-grant documents and disbursements are in line with Global Communities and donor regulations and procedures.
·         Ensure deliverables and milestones are completed and GC-approved in writing before any reimbursements/other payments are sent to the sub grantee.
Grant Finance
·         Review sub-grantees’ cash requests and financial reports to ensure the amounts requested are reasonable and in line with the sub-grant agreement terms of payment.
·         Liaise with program staff to ensure timely delivery of appropriate sub-grant items is completed before any payment.
·         Closely review sub-grantees’ liquidation documents and financial reports.
·         Ensure all sub-grantee expenditures are allowable, allocable, and reasonable according to the approved budgets in grant agreement (i.e. budgetary controls).
·         Undertake regular financial reviews and give appropriate recommendations to sub-grantees in areas that need correction or improvement in their systems and procedures.
·         Conduct monthly reconciliations with the finance team to ensure sub-grant finance records are up to date.
·         Maintain sub-grant financial tracking systems and share relevant information with senior management team as appropriate.
Compliance
·         Review subgrantees’ documents to ensure compliance with donor regulations and procedures in coordination with GC program and finance teams.
·         Ensure grant/contractually obligated documentation (grant files) and retention of grant activities, compliance with donors rules and regulations and due diligence activities
Reports
·         Assist in the compilation of data and preparation of monthly, quarterly, and annual reports.
·         Provide updates and reports on grant activities to program teams and senior staff.
Grant Files
·         Open new award file for every new sub-grant, maintain and update hard and soft copies of all activity documents (subgrant agreement, modifications, financial documents, reports).
·         Maintain grant file documentation for grant closeout according to the Grant File Checklist.
·         Assist in preparation of documentation for audits
 Procurement
·         Work closely with the procurement team to ensure procurement plan are followed and that Procurement Requests are done according to the approved detailed budget for all cleared activities.
 Training
  • Lead formal trainings for sub-grantees on GC and donor rules and regulations.
  • Regularly visit the sub-grantees to conduct compliance reviews and provide mentorship as necessary.
  • Identify areas for building the capacity in partner organizations and work with the Global Communities team to help address these needs and strengthen areas identified for improvement.
  • Train and guide the GC staff and partners on grants implementation documentation requirements and general procedures and requirements.
  • Ensure the timely and proper kick-off and close-out of sub-grants and grants.
  • Any other relevant responsibilities as assignment by the supervisor.
Position Requirements:
  • A university degree in finance, accounting, public administration or related field. A Master’s degree in finance or related field is preferred.
  • A minimum of 4 years’ experience working with international NGOs or UN agencies.
  • Experience managing sub-grants funded by UNOCHA, UNHCR, OFDA/USAID, GIZ.
  • Knowledge of UNOCHA, UNHCR, OFDA/USAID rules and regulations, especially as they apply to sub-grant awards.
  • Experience in finance aspects of grant/contracts administration and management.
  • Computer/word processing and standard office software skills; excellent command of excel and other database applications.
  • Excellent negotiation, coaching, and problem-solving skills.
  • Good interpersonal and communication skills. Good sense of humor and positive attitude.
  • Professional level spoken and written English and Arabic.
  • Flexible and willing to perform assigned and additional duties and work irregular hours under at-times stressful conditions.
  • Previous knowledge and experience in Syria.
