MEAL Officer

War Child Canada is a registered Canadian charity based in Toronto that works with war-affected communities to help children reclaim their childhood through access to education, opportunity and justice. War Child Canada has over 15 years of experience working in communities in conflict and post-conflict zones. All work is implemented in direct partnership with local communities, local NGOs and other stakeholders using a child-centered approach. War Child Canada currently works in Afghanistan, Uganda, Sudan, South Sudan, the Democratic Republic of Congo, Jordan and Iraq.
War Child Canada has recently expanded work in Jordan. The initial programming focus is on Protection, education, SGBV and youth from the Syrian refugee and Jordanian host communities in Jordan. This includes PSS, legal aid, parenting skills, ECCD, referrals, awareness and recreational activities amongst other work.
The role and responsibility of the Country MEAL Officer is to implement the WCC MEAL framework at the country level specific to country needs and contexts;
Technically coordinating and under direct supervision of the Project Manager, the ultimate goal of the MEAL Officer is to supervise and follow up the implementation of tracking and counting of beneficiaries; to support project start-ups by conducting appropriate assessments and through the provision of technical assistance; to support external program evaluations; to coordinate the periodic collection of data and reporting of outcomes for internal purposes; and, to disseminate evaluation results at the country level. 

Specifically, the MEAL Officer is responsible for the following as detailed below:
  • Planning, management and budgeting
  • Support project start up
  • Supervise the implementation of the periodic count process
  • Coordinate the periodic reporting of program/project outcomes
  • Support external program evaluation
  • Communicating/disseminating evaluation results at the country level
  • Coordination with regional and international organizations on issues related to MEAL

Job Responsibility #1: Planning, management & budgeting
  • Active member in the process of developing annual plan & budget.
  • Support the project manager in adequate communication to the plan to program staff and partners.
  • Coordinate with project manager to set a yearly activity plan for upgrading staff skills and capacity.
  • Be an active member of the evaluation team.
  • Responsible for collecting success stories and photos from the field periodically and upon request.
Time: 20 %

Job Responsibility #2: Implement the M&E Framework and systems at the country Level
  • Under the supervision of Project Manager adapt the global MEAL framework and systems to suit country contexts and needs.
  • Develop country specific outcomes and indicators for use in measuring programs
  • Coordinate all MEAL activities for the country.
  • Support and train all country level staff in MEAL systems and tools.
  • Maintain country database and documentation related to monitoring and evaluating country programs
Time: 20 %

Job Responsibility #3: Support project start-up
  • Upon Country Director request, conduct assessments to ensure quality project start-up and program implementation
  • Upon Country Director request, conduct baseline data collection where necessary for project start-up
  • Provide technical support in evaluation systems, results based management and project planning in support of quality program and project development and proposal writing.
Time: 15%

Job Responsibility #4: Supervise the implementation of the periodic count process
  • Ensure all project offices are maintaining an effective data collection system to document following up on beneficiaries on a quarterly basis.
  • Verify accuracy of data collection through regular oversight and supervision.
  • Conduct analysis of data to support program delivery in the country and report the results to PM.
Time: 10%  

Job Responsibility #5: Coordinate the periodic reporting of program/project outcomes 
  • Develop country specific systems to ensure regular monitoring of program/project outcomes takes place
  • Conduct periodic monitoring visits to projects to validate information collected and to support the field teams in the collection, analysis and use of the information.
  • Verify and consolidate periodic outcome reports for the country periodic report.
  • Train and support partner staff in the collection and reporting of outcomes.
Time: 15 %

Job Responsibility #6:  Support external program evaluation
  • Under the supervision of the Project Manager, coordinate logistics and resources and provide support to external evaluations
Time: 5 %

Job Responsability #7: Communicating/Disseminating evaluation results at the country level 
  • Coordinate on the evaluation results communication for Project Manager
  • Under the supervision of the Project Manager and after the approval of the Country Director, ensure evaluation results are communicated with relevant stakeholders at country level
  • Supervise data generation from the field and manage use on social media and other platforms under the supervision of the Project Manager and after the approval of the Country Director
  • Under the supervision of the Project Manager lead communications activities for the Jordan office
  • Manage stories from the field and the photo bank
Time: 10 %

Job Responsibility #8: Coordination with regional and international  organizations  on issues related to MEAL
  • Assess possible coordination with local and international organizations for the benefit of sharing experience and information for the development of our MEAL work after the approval of the Country Director.
  • Upon the County Director approval, follow up with mentioned organizations through having meetings, common workshops and exchange of expertise in the domain of MEAL.

a) Education/ Training/ Certificate
  • Required: University degree in a Social Studies
  • Desired: University degree in Business, statistics or any related field

b) Experience and Core Competencies
Required:
  • Strong training and facilitation skills; Background in adult education is preferred
  • Good communication and analytical skills, strong statistical knowledge
  • Proven experience in Result based project management; including research and strategy, planning, and financial management
  • Proven experience in training and motivating staff;

Desired:
  • Experience in working with partner organizations, with I/NGOs
  • Previous experience in social works and / or Refugee Camps

Required:
  • Fluency in Arabic and English Languages
  • Written and verbal communication skills, and confidence using these in a cross cultural environment
  • Effective reporting writing and analytical skills
  • Computer literacy in Word, Excel and PowerPoint

Desired:
  • Fluency in French or any other additional language is an asset
  • Holding a driving License is an asset
