Shared Service Center Manager

THE ORGANIZATION:

 OBJECTIVE OF THE POSITION:
Provide effective and efficient shared support services to HI regional office as well as other HI offices based Amman.
 Report to: Regional Programme Director.
 RESPONSIBILITIES:
 Responsibility 1: Manage the shared services centre
Activities:
  • Ensure that the shared services centre runs effectively and efficiently
  • Promote customer centric culture and effective partnership working with internal stakeholders
  • Set up communication and coordination mechanisms within the shared services centre
  • Supervise and lead the shared services team, set objectives and assess direct reports
  • Follow up HR matters (leave, end of trial periods, etc.) for the shared services centre staff
  • Oversee the shared services centre team's career development: define training needs and provide guidance on professional development.
 Responsibility 2 : Ensures the share services centre accountancy and cash flow management
Activities:
  • Manage the shared services centre monthly accountancy closure process
  • Carry out the necessary accounting controls (validity of vouchers, quality of the accounting transactions, etc.)
  • Carry out the necessary controls of payable and receivable account management
  • Ensure the management of the shared service centre bank accounts, safes and cash boxes
  • Carry out physical checks of safes and cash-boxes and ensure control rules are being applied
  • Supervise draw up cash-flow forecasts and ensure the optimal management of cash flow for the shared services centre
 Responsibility 3 : Carry out management of the shared services centre budget and expatriate budget in Jordan
Activities:
  • Validate expenditure of the shared services centre budget and expatriate budget in Jordan up to his budget delegation
  • Ensure realistic budgeting, proper codification of expenses and good budget steering
  • Draw up annual budget (IN/R1/R2/R3/pre closing) in the respect of HI budget framework and analyse the impact on the financial plan.
  • Identify analytical corrections and proceed to necessary adjustments on Navision
  • Analyse  budget follow-up on regular basis and ensure necessary feedback to the Regional Financial Controller
  • Alert when necessary on financial risks linked to the shared services centre budget or Jordan expatriate budget
 Responsibility 4: Ensure cost–effective delivery of quality logistics and IT shared services
Activities:
  • Supervise procurement managed by the shared service centre (coordinate the drafting of a supply plan for the shared services centre and supervise the monitoring of Purchase and Service Requests (PMC))
  • Supervise the use of vehicle managed by the shared service centre (Prepare the Vehicle Monitoring Chart (VMC))
  • Supervise the stock and equipment managed by the shared service centre (set up and monitor the Equipment Monitoring Charts(EMC); ensure the reliability of the data they contain and the filing and archiving of documents pertaining to them)
  • Supervise the delivery of general services managed by the shared services centre (expatriate staff accommodation, offices management…
  • Supervise the organisation of travel & visits managed by the shared services centre
  • Supervise the renewal of visa/residencies/work permit of international staff in Jordan
  • Supervise the shared services centre IT officer and prioritize requests
  • Compile the shared services centre monitoring tables to improve regular data follow up
Responsibility 5 : Guarantee the personnel management of all staff managed by the shared services centre
Activities:
  • Ensure the application of employment terms and conditions for national and international staff managed by the shared services centre
  • Ensure proper calculation and remittance of monthly payrolls for national staff managed by the shared services centre
  • Ensure appropriate filling of staff information managed by the shared services centre: personal data, contractual documents (Job description, signed TCE and IR, IAP, contracts, disciplinary actions, appraisals…)
  • Be directly responsible for the administrative follow up of all expatriates staff managed by the shared services centre and registration with local authorities.
  • Check that variable data for expatriate salaries has been sent on time to the Regional HR coordinator and information is updated
  • Manage shared services centre national staff disciplinary procedures and support managers in these procedures with support of the regional HR coordinator
Responsibility 6 : Ensure cost–effective delivery of quality HR/Admin shared services
Activities:
  • Ensure high quality and transparent recruitment processes are in place within the shared services centre
  • Ensure performance appraisal system is in place within the shared services centre
  • Implement and follow up the shared services center staff training plan
  • Ensure the formalities required by government bodies are completed in time (tax declaration, annual report…)
  • Supervise the submission / renewal of legal document requested by the Jordan authorities (vocational licenses MOIT&MOSD, POA for HI representatives,…)
THE SUCCESSFUL CANDIDATE will have:
  • Professionally qualified in any one of the areas of the scope of SSC responsibility (i.e. in the areas of Finance, HR, Administration Logistics)
  • Minimum 3 year experience in support service management
  • Previous work experience with I/NGO
  • Proven experience in team management and structuring
  • Detail oriented with the ability to multitask
  • Fluent in Arabic and English essential (French a plus)
  • Good organizational skills  
  • Good listening and problem solving skills, adaptable and flexible approach to dealing with issues.
  • Excellent customer service skills with proven experience of service delivery
Initial contract will be for a 12 Months  ,the position is based Jordan .
Basic salary range for the position : 1192JOD – 1744 JOD
