PROGRAM/DEPARTMENT SUMMARY:
Mercy Corps (MC) is a non-profit, non-aligned, secular non-governmental (NGO) humanitarian relief and development organization, registered in the United States and Scotland with offices in more than 40 countries around the world, including Jordan, where the organization has been active in implementation of relief and development programs for more than a decade.
GENERAL POSITION SUMMARY:
Mercy Corps implements multiple programs for the benefit of Jordanian people. This position will support Mercy Corps’ programs in the Jordan by providing leadership and oversight to the Human Resources team, in close coordination with the Finance Department and other administrative staff based in Amman.  The Human Resources Officer will be based in Amman, Jordan and will support the Human Resources functions in the neighboring countries with the support of the Human Resources Manager.
ESSENTIAL JOB FUNCTIONS:
  • Assist the Human Resources Manager in administration all Human Resources functions in Mercy Corps Jordan office;
  • In close coordination with project managers and finance department, collect all staff’s timesheets in a timely manner and on monthly basis and file appropriately;
  • Manage and lead the entire recruitment process from Personnel Action Form (PRF) to Employment Contract preparation;
  • Responsible for collection and review of completed employee timesheets as per organizational policy;
  • Maintain vacation and sick leave tracker updated at all time. Perform required changes to the tracker at the end of each month in line with review of timesheets;
  • Maintain Probation and Annual Evaluation Tracking Sheet reflecting all staff evaluation deadlines.  Send reminders to the hiring managers on the evaluation dates;
  • Maintain employment contract tracker and update staff contracts accordingly before the expiry date;
  • Maintain HR Database and reflect all the changes that occur during the respective month.  Work with the Finance department to ensure the smooth monthly administration of payroll with all applicable deductions, increases, etc.
  • Ensure that job files and personnel files matrixes are used for each recruitment and files accordingly;
  • Ensure exit process and relevant paperwork is completed in line with MC policies and requirements;
  • Prepare Termination Letters and share accordingly with the staff members;
  • Prepare Employment Confirmation Letters for staff departing Mercy Corps;
  • Participate in orientation of new personnel with respect to Human Resources policies and procedures, including remuneration, benefits, and the organizational “work ethic”.
  • Maintain and report employee statistical data, as requested.
  • Manage all health insurance issues including employee inquiries and communication with the insurance provider;
  • Maintain an updates Org Chart for all Mercy Corps staff;
  • Participate in interviews for new hires staff;
  • Maintain confidentiality of all national staff personnel issues including disciplinary procedures and contracts/ pay rates;
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
  • Other duties as assigned.

REPORTS DIRECTLY TO: Human Resources Manager  
WORKS DIRECTLY WITH: All Program, Operations and Finance staff
KNOWLEDGE AND EXPERIENCE: 
This position requires demonstrated experience and skill in provision of human resource and administration, excellent verbal and written communication skills in both Arabic and English, ability to multitask and prioritize work efficiently, with a close attention to details and ability to follow agency and donor procedures while meeting deadlines.  The position requires a person who is adaptable and able to work under difficult or stressful conditions.  Credentials and relevant experience required for the position are as follows:
  • BA/BS University degree in a relevant field;
  • Good knowledge of computers, Microsoft Windows and Office software, word processing and spreadsheet programs;
  • Excellent English language written and verbal communication skills;
  • Arabic fluency essential; 
  • Ability to work simultaneously on multiple tasks; 
  • Willingness and ability to work effectively with a wide variety of people; 
  • Ability to work independently or as a part of a team and to actively coordinate with program personnel;
