PROGRAM/DEPARTMENT SUMMARY:
Syrian refugees and asylum seekers began fleeing the insecurity and entering the Hashemite Kingdom of Jordan as early as March 2011. Currently, the estimates show that there are more than 800,000 registered and unregistered Syrian refugees residing in Jordan. Approximately 80% of Syrians refugees are living among host communities, rather than in camps. While host communities are trying to meet the needs of Syrians, they are struggling as their scarce resources continue to be stretched to the limit. Frictions between Syrians and Jordanian have emerged.
Mercy Corps has initiated “Strengthening Social Capital and Reducing Tensions between Jordanian Host Communities and Syrian Refugees” Project to enhance stability and social cohesion in Jordan, and to address growing tensions in the host communities. Mercy Corps will build capacity of Syrian and Jordanian community leaders in high-risk communities to resolve local conflicts and build consensus around common problems and joint actions required to solve them. Syrians and Jordanians will work on joint community projects that address these sources of instability in their communities.
GENERAL POSITION SUMMARY:
The Program Assistant assists Infrastructure Team Leader and Project Manager in the daily smooth running of the Mercy Corps “Strengthening Social Capital and Reducing Tensions between Jordanian Host Communities and Syrian Refugees”. S/he supports efficient information flow between the Engineering department, field teams, Program Development and Quality, Finance and Operations teams for quality program implementation.  Program Assistant will assist Program Manager and Infrastructure Team Leader in routine information management and documentation tasks, including filing, compilation and dissemination of reports, etc. S/he will be tracking and following up on procurement and other operations issues.  Program Assistant will report to the Infrastructure Team Leader.
Essential Duties and Responsibilities:
1.      Assist with general program operations and field-based activities.
2.      Liaise with and support key project staff to ensure that the program is running effectively and making best use of program resources.
3.      Collect needed information for projects, including assistance of proposals writing, concept studies and detailed architectural, civil, furnishing details as assigned.
4.      Collect, compile and disseminate Infrastructure project field reports on a regular basis.
5.      Assist Infrastructure Team Leader in monthly reporting.
6.      Sort and distribute incoming communication data, including faxes, letters and emails.
7.      Organize and maintain the calendar for projects activities.
8.      Organize and maintain filing for the projects in accordance with Mercy Corps Program Management Minimum Standards.
9.      Process, follow up on and track project procurement paperwork and progress.
10.  Assist Infrastructure Team and engineers in coordinating logistics and project activities.
11.  Assist in facilitating field visits for Infrastructure Team.
12.  Process and follow up payments for infrastructure projects implemented throughout the program and through getting approval of payment and ensure it has been paid.
13.  Manage and maintain projects implementation tracking system through .
  1. Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

SUPERVISORY RESPONSIBILITY: None
REPORTS DIRECTLY TO: Infrastructure Team Leader
WORKS DIRECTLY WITH: Infrastructure Team Engineers, Project Coordinators, M&E team, Finance, Admin and Procurement teams.
KNOWLEDGE AND EXPERIENCE:
  • Bachelor’s degree in engineering, business administration, or related technical field;
  • 1 - 2 years of experience in construction project environment.
  • Essential principal in projects’ quantity survey and contracts is mandate; 1-2 years’ experience is a plus.
  • Demonstrate a very good awareness in initiating and preparation reports using MS project ,
  • Excellent oral and written communication skills
  • Familiarity with data collection, monitoring and evaluation, quality control for construction sites tools is desirable;
  • Proficiency in written and spoken English is desirable;
  • Proficiency in Microsoft Office applications including Excel and Word.
  • Experience in the field of conflict management, communications, community mobilization, and/or project management is desirable.
