تعلن منظمة  Care International  في عمان عن حاجتها الى :

Deputy Finance Director


Responsibility #1: Supervision of direct Reports 

·         Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team

·         Provide professional development guidance
·         Supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and leading documented semi-annual performance reviews
10% Time

Responsibility # 2: Recording of financial transactions and Balance sheet management

·         Review all CARE financial transactions to ensure compliance with CARE and Donor procurement and accounting procedures.
·         Ensure that all expenditures, including those of implementing partners are justified and substantiated adequately.
·         Manage the allocation of program costs across multiple donors and sub-grant agreements based on tracking planned and actual costs incurred
·         Coordinate and supervise the collection of contractual and miscellaneous receivables
·         Responsible for all intra –Intercompany accounts / cross charging/ reconciliation between CARE Jordan and other CARE International Members.
·         Support the finance team in ensuring the control and quality of the monthly closing process and preparations of monthly reports.
·         Supervising or performing all balance sheet account reconciliation’s on a timely basis
Ensuring differences or discrepancies are brought to the attention of the FD and that appropriate action is taken

Job Responsibility #3:  Capacity Building 
·         Assesses training and development needs of finance and non-finance staff within the CO;
·         identifies gap in skills, develops training materials and provides training in accounting and financial management as needed;
·         Assist the FD and Sub Grants Manager WoS to design training materials for Partners and provide training in Financial Management as needed;
·         Review of financial data submitted by the hubs/ areas offices to identify weaknesses or problems being encountered at their level and recommend corrective action.
·         In conjunction with the Finance Director develop or revise policy and procedures and assists in the implementation to improve Financial Management in all locations of the CO.
·         Provide visits to the hub/field offices providing training to finance staff on CARE accounting procedures and requirements, assists the finance managers and program staff in finance related issues and activities.

25% Time

Responsibility #4: Quality Review of Reporting and Analysis
·         Ensures accuracy of all monthly closing reports performed by the SSC, contact SSC for any discrepancies and ensure full documentation of these report in the CO filing system.
·         Recommending standard formats for reconciliation’s and/or procedures to improve the underlying accounting, control or processing of transactions to minimize errors or omissions.
·         Reviews and monitors certain donor / project expense reports and sub-grants, and follows-up with field finance officers
·         Ensures BVA meetings are held on a monthly basis and identified issues are addressed by both Finance and program teams. – Issues to feed into capacity building plans
·         Support to Integrate partner financial reports into CARE financial reports
·         Participate in the preparation of quarterly financial pipeline.
·         Ensures that all records are filed as per procedures.
·         Ensure that all monthly, Quarterly and annual VAT report are submitted in a timely manner to authorities and donors, this is also applies on VAT reporting by local partners.

20% Time

Responsibility #5:  Budgeting and Budget Preparation
·         Coordinate the preparation of cash forecasts for the southern hub country program and work on consolidating same
·         Working with program coordinators in the preparation of annual budgets and revisions as necessary.
·         Working with program staff to prepare grant budgets to support new proposals or realignments to ensure adequate coverage of country operating costs and direct and indirect costs

10% Time
Responsibility #6:  Audit support
·         Working with Finance Director and other departments to support Audit
·         Assist with the implementation of Audit findings
·         Use the Audit findings to develop training requirements for CO staff

10% Time
Responsibility #7:  Other duties
·         Acting as the primary liaison for the South Syria office finance staff for policy or procedure questions
·         Handles a number of other daily requests as needed.

QUALIFICATIONS 

A.   Education Required
·         Bachelor’s degree in Accounting or Finance or equivalent combination of education and experience.

      Desired:
  •  MBA/Financial Management or CPA

B.    Experience 

Required:
·         At least 5 years of accounting experience.
·         Experience in budgeting, budget monitoring, and financial reporting
·         Extensive experience in analyzing and applying differing requirements and regulations.
·         Experience in capacity building/training and working with implementing partners
·         Prior experience in supervising the work of other staff members
·          

Desired:
·         Three years of experience working for NGOs or similar not-for-profit organizations; knowledge of donor financial reporting/management requirements
·         Prior Knowledge of PeopleSoft

C.   Managerial Know How 

This position requires Related managerial know-how: Operational or conceptual integration or coordination of activities that are relatively homogeneous in nature.

D. Skills Required
  • Excellent understanding of fund accounting principles and processes.
·         Good written and oral communication skills in Arabic and English.
·         Good computer skills in MS Word, Excel spreadsheets, internet and database software programs relating to accounting.
·         Problem solving skills (solution-oriented)

Other desired skills:
