FSL Deputy Program Manager - Irbid

Action Against Hunger is an international non-governmental organization working in more than 40 countries in the fields of nutrition, food security and livelihoods, water sanitation and hygiene, and care practices. ACF is looking for its program in Jordan for Food Security and Livelihood Deputy Program Manager.
Work place: Irbid, Jordan    
Monthly Basic Salary Range:  (1497) JOD
Specific Objectives:
Objective 1: Ensure Profit Entities (cooperatives and scrap dealers) selection and engagement
Activities:
  • Identify active PEs in the field of SWM and make sure that they answer ACF selection criteria.
  • Present ACF implementations and support the engagements of the PEs in the project(s) activities (conditional grants, revolving funds, capacity building…)
  • Perform PEs assessments to identify technical and business bottlenecks and provide recommendations.
Objective 2: Provide coaching to the PEs in order to ensure their good performance.
Activities:
  • Provide regular coaching sessions to the PEs to reach project objectives. Particular attention will be dedicated to support the PEs during the grant application and in developing successful business plans.
  • Identify the needs, design and follow-up the capacity building program dedicated to the PEs. while ensuring that ACF trainings selection criteria are applied.
  • When required liaise with external training centres to provide adapted skills development.
  • Carry out regular visits to monitor and follow up on daily activities.
  • Support the registration process of licences for business creation with the Ministry of Industry and Trade (MoIT) and Chamber of Industry (CoI).
  • Lead the beneficiaries ‘selection following the criteria set by ACF (CfWorkers, and scrap dealers for example).
Objective 3: Support projects planning & implementation and ensure a high quality activities delivery:
  • Support the technical advisors in delivering project objectives & activities to the PEs.
  • Keep a close communication with the FSL PM to update him/her on the on-going activities, potential problems / threats and successes.
  • Implement the defined methodology of the FSL department under strict supervision and directions of the FSL PM.
  • Propose solutions and possible improvements and elaborate lessons learned / capitalisation material.
  • Elaborate the BoQs and cross check the equipment / tool kits quality and price.
  • Report and update on project progress and achievements, provide a reliable implementation’s analysis and signal any bottlenecks.
  • Follow the project’s needs and procurements and report to FSL PM;
  • Ensure that databases and data analysis as well as activity indicators are followed up and harmonized.
  • Ensure a continuous evaluation of methods and follow-up of projects, and propose improvements ;
  • Participate in the analysis and drafting of activity progress reports.
  • Ensure regular updates to FSL PM on cooperatives activities through the reporting system.
Objective 4: Technical and administrative support to the project team 
Activities:
  • Work closely with PM in preparing the work plan and organizing the activities;
  • Train and supervise the team members and develop training topics;
  • Provide the team with daily technical and organisational support;
  • Provides direction, assigns tasks and gives instructions to staff, and follow up their individual work plans.
  • Carry out appraisals and evaluation of the team.
  • Support the team in compiling and following-up beneficiaries’ lists among different projects components
  • Organize the overall work flow of the team to optimize the capacity of each team member, and coordinate with the team members for the joint activities.
  • Act as PM during his/her absence.
Objective 5: Communicate the Organization’s activities and objectives to the partners
Activities:
  • Provide the required explanations on ACF implementations and objectives to the local partners and communities and local authorities;
  • Represent the Organization in meetings with partners, the communities, receive feedback, Issue meeting minutes and put in place a proper archiving systems of the different exchanges.Enhance the collaboration with other local entities (CBOs, youth centres and local cooperatives)
  • Participate to the elaboration of the project visibility according to the needs (success stories, beneficiaries’ interviews, testimonials, etc…)
CANDIDATE PROFILE
Academic Background  
  • Bachelor university degree within the field of management sciences, business, or any other related qualifications
Previous experience needed:  
  • Previous experience in humanitarian INGO
  • Experience of work with community variations and community engagement activities
  • Previous experience in livelihood and food security project is essential.
  • Three years experience in Development INGO
  • Three years experience in the private sector would be appreciated-
  • Experience in developing business plans and managing grants – Experience in Solid Waste
  • Management and in coaching of SMEs would be appreciated
  • Experience in Solid Waste Management and in coaching of SMEs would be appreciated.
Personal requirements:
  • Team management and planning, Training experience (ToT and beneficiaries)
  • Good organizational capacity - Sense of authority
  • Excellent communication and interpersonal skills
  • Able to manage a dynamic team and workload and to prioritize tasks according to their urgency
  • Good coordination and managerial skills
                             
Languages Skills:              
  • High level of English Language skills,  Arabic is essential
Computer Skills:             
  • Proven knowledge of computerized systems
